Foz appoints Miguel Ángel Janeiro Tapia as a permanent administrative assistant

The Foz City Council has declared the final list of successful candidates for the selection process for one administrative assistant position and proposes the appointment of Miguel Ángel Janeiro Tapia as permanent contractual staff. The resolution, signed by Mayor Francisco Cajoto Caserío and the acting secretary María Luz Balsa Rábade, is published in the Official Gazette of the Province of Lugo number 234, dated October 13, 2026, with reference R. 2702. Lorena Burundarena Maseda heads the reserve list.

The decision closes file 2276/2023, processed through the Personnel Selection and Position Provision procedure, and derives from the minutes of the Qualifying Tribunal. The rules of the call were approved by mayoral resolution on October 2, 2025, and govern the provision via competitive examination of one administrative assistant position, Group IV, code RPT 6025, in the open call, as permanent contractual staff and full-time.

The process follows previous steps: the Official Gazette of the Province of Lugo number 211, dated September 15, 2026, published the final list of admitted and excluded applicants and set the constitution of the tribunal and the first exercise for September 24, 2026, at the Training Hall of the Foz City Council, in the Fazouro Industrial Estate.

Final list of successful candidates and reserve list

The operative part of the resolution, issued under the thirteenth base of the general rules and Article 21 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, establishes:

• First: to declare the final list of successful candidates by order of score, headed by Miguel Ángel Janeiro Tapia.
• Reserve list: first, Lorena Burundarena Maseda.
• Second: to publish the resolution on the notice board of the Foz City Council, on the municipal website www.concellodefoz.es, on the digital notice board of the electronic office, and in the Official Gazette of the Province of Lugo.
• Third: once the fulfillment of the requirements has been documented, the Mayor’s Office will issue the resolution for the appointment of the proposed person as permanent contractual staff.

Period of twenty business days to justify requirements

The resolution reminds the proposed applicant that they have 20 business days to present the documentation indicated in the fourteenth base of the general rules, in order to prove that they meet the requirements demanded for entry into the local public service and for the convened position. The effective appointment is, therefore, conditional upon that prior documentary justification.

The tribunal justifies the proposal based on the highest final qualification obtained by order of score and, for compliance with what is indicated in bases 12 and 13, proposes the employment list in order to ensure the coverage of vacancies or substitutions in the same position. The resolution is signed in Foz on October 2, 2026, for the purposes of the provisions of article 3.2 of Royal Decree 128/2018.

Background of the selection process

In the previous phase, the Official Gazette of the Province of Lugo number 211, of September 15, 2026, reported the final list of admitted and excluded candidates, with a total of 27 admitted applicants and 3 excluded due to amendment defects or failure to pay fees. Among the admitted were both the finally selected applicant and the first reserve.

The same announcement named the members of the Qualifying Tribunal and summoned the admitted applicants to the first exercise, in a single call, on September 24, 2026, at 10:00 hours, with those who did not appear being excluded from the competition except for duly accredited reasons of force majeure.

Impact

The publication closes the selection phase and opens the period for Miguel Ángel Janeiro Tapia to formalize his documentation, after which the definitive appointment as permanent labor personnel of the City Council of Foz will take place. For the remaining applicants, the reserve list headed by Lorena Burundarena Maseda represents the means to cover future vacancies or substitutions in the position of administrative assistant, while the three excluded candidates remain outside the process.
