Fonz approves the Casa Carpi coworking ordinance to stabilize population

The Fonz City Council has definitively approved the municipal ordinance regulating the operation of the Casa Carpi coworking space, a multipurpose infrastructure designed for entrepreneurs, remote workers, and students. The agreement, adopted by the Plenary in an extraordinary session on June 22, 2026, becomes final after the public information period passed without claims, and its full text is published in the Official Gazette of the Province of Huesca number 157, dated August 19, 2026 (reference BOPH-2026-157008).

The initiative stems from the municipal commitment to socioeconomic development and population retention in the municipality, and is conceived as a nerve center for the generation of new projects and the strengthening of the local productive fabric. The regulation is processed in accordance with articles 65.2 and 70.2 of Law 7/1985 and article 141 of Law 7/1999, of April 9, on Local Administration of Aragon, and will enter into force fifteen business days after its full publication in the gazette.

A space designed for three pillars

Casa Carpi is structured as a multipurpose infrastructure that responds to the current needs of the labor and educational market, with services aimed at three fundamental groups:

• Entrepreneurship and business: technical and physical means for entrepreneurs and companies in Fonz to develop their activities with efficiency and modernity.
• Remote work: an optimal professional environment that promotes work-life balance and rootedness in the territory.
• Training and study: a learning classroom intended for students and those preparing for civil service exams.

The facilities feature a common workspace with eight large-format tables and capacity for up to 16 individual stations, an individual office with a treatment table and restroom area for professional consultations or therapies, and a meeting and training room with a projection screen and connectivity for videoconferences. All areas have high-speed internet, climate control, and lockers, and the access hours will be from 07:00 to 21:00 on business days.

Access, management, and specific uses

The ownership and full management of the space correspond to the Fonz City Council, and any use will be subject to prior administrative authorization. Applications may be submitted at the General Registry of the council or through the electronic office, and users must pay the corresponding public price before using the spaces.

On an exceptional basis, the city council may authorize the use of the space for private lessons or small-scale training activities, provided there is availability and as an accessory and subordinate use to the primary purpose of the coworking space. Authorization must be requested in advance, indicating the person responsible, the type of activity, the maximum number of attendees, and the planned days and times, and may be revoked at any time in the event of nuisances or non-compliance.

Sanctioning Regime

Non-compliance with the rules may lead to a sanctioning procedure, with minor, serious, and very serious offenses, the amounts of which are graded according to Article 141 of Law 7/1985:

• Very serious infractions: up to 3,000 euros.
• Serious infractions: up to 1,500 euros.
• Minor infractions: up to 750 euros.

Minor offenses may be sanctioned with a written warning, serious offenses with expulsion from the space for between two and eight days, and very serious offenses with the termination of the authorization. An administrative appeal may be filed against the final agreement before the Contentious-Administrative Chamber of the High Court of Justice of Aragon within two months, according to Article 46 of Law 29/1998. The document is signed by the mayor, María Clusa Planisolis, in Fonz, on August 17, 2026.

The launch of Casa Carpi makes Fonz a benchmark for the commitment to networked work in the Aragonese rural environment, by offering its residents a modern space to undertake entrepreneurship, telework, or study without the need to travel. Beyond the provision of infrastructure, the center is envisioned as a professional coexistence space to share resources, create synergies, and foster collaboration—a concrete step in the municipal strategy to retain talent and curb depopulation.
