The Ministry of Development, Housing, Territorial Planning and Environment has granted subsidies to thirteen town councils in mountain areas to collaborate in the financing of the opening and cleaning of municipal communication roads affected by snow or ice during 2026. The resolution, signed on October 29 by Minister Roberto Media Sainz, is published in the Official Gazette of Cantabria number 211, dated November 3, 2026, within section 6 of Subsidies and Grants (CVE-2026-8580). The final amount awarded amounts to 103,239.21 euros, compared to the 150,000 euros initially authorized.
A procedure with 2018 guidelines and a June call
The distribution is processed in accordance with Order OBR/3/2018, of May 15, which approved the regulatory guidelines for these grants and was published in the Official Gazette of Cantabria number 100, dated May 23, 2018. The call was organized through the Resolution of June 18, 2026, an extract of which appeared in the Official Gazette of Cantabria number 120, dated June 24, 2026, and is registered in the National Subsidy Database under identification number 914154.
The processing included a report from the Assessment Committee provided for in article 5 of the guidelines, issued on October 20, 2026, and the expenditure proposal formulated on October 22 by the General Directorate of Public Works. The file also includes a prior and favorable tax report dated October 28, 2026. The authority to resolve corresponds to the Minister of Development according to article 6 of Order OBR/3/2018 and the seventh section of the call resolution.
Thirteen municipalities and their amounts
The annex of the resolution details the allocations, calculated using the criteria of article 4 of the regulatory guidelines:
- San Miguel de Aguayo: 18,375.50 euros.
- Tresviso: 14,489.57 euros.
- Valdeolea: 14,372.01 euros.
- Hermandad de Campoo de Suso: 11,458.15 euros.
- Polaciones: 8,421.60 euros.
- Peñarrubia: 7,114.65 euros.
- Camaleño: 6,762.46 euros.
- Reinosa: 5,485.41 euros.
- Campoo de Enmedio: 4,407.85 euros.
- Valderredible: 4,268.00 euros.
- Pesaguero: 3,176.25 euros.
- Valdeprado del Río: 3,044.36 euros.
- Las Rozas de Valdearroyo: 1,863.40 euros.
The total granted is 103,239.21 euros. The three municipalities with the highest allocation concentrate nearly 46% of the amount, and all of them belong to mountain regions with road networks exposed to winter storms.
Expenditure arranged and credit released
The resolution arranges an expenditure of 103,239.21 euros charged to budget application 04.08.453A.460 of the General Budgets of the Autonomous Community of Cantabria for 2026. Additionally, it releases a credit of 46,760.79 euros, which corresponds to the reduction of the amount authorized in that same application on June 18, 2026.
That unassigned balance is equivalent to slightly less than one third of the initially planned allocation, meaning that the call is resolved without exhausting the 150,000 euros made available.
Appeal Process
This resolution exhausts the administrative route. An optional appeal for reversal may be filed before the Counselor of Public Works within one month from the day following its notification, or an administrative-law appeal may be filed before the Administrative Chamber of the High Court of Justice of Cantabria within two months, in accordance with Cantabria Law 5/2018, of November 22, and Law 39/2015, of October 1.
The distribution arrives before the start of the period of highest risk of snowfall and frosts in inland Cantabria, when smaller municipalities handle the clearing of access roads and thoroughfares with their own means. Thus, the grants cover the opening of municipal roads in rural municipalities where snow accumulation can leave villages and livestock farms isolated, and they allow local entities to plan the use of machinery and personnel before the first storms.
