Fomento corrige las superficies de cuatro fincas expropiadas para la carretera A-378

The Territorial Delegation in Seville of the Ministry of Public Works and Mobility of the Regional Government of Andalusia has rectified the clerical error detected in the surfaces subject to expropriation of properties numbers 48, 51, 54, and 55 of the urgent compulsory expropriation file linked to the road safety improvement of the A-378 highway. The correction is published in the Official Gazette of the Province of Seville number 212, dated November 3, 2026, on pages 152 and 153, with the official reference BOP-SE-2026-212030, and is incorporated into the annex of the original announcement.

The origin of the procedure dates back to the Resolution of November 18, 2025, from the General Directorate of Road Infrastructure, which ordered the initiation of the expropriation file via the urgency procedure to obtain full possession of the assets and rights affected by project 02-SE-2787/1-0.0-0.0-PC, titled “Road safety improvement of the A-378 highway from Osuna to Martín de la Jara. Phase 1 (Seville).”

On that basis, the Territorial Delegation in Seville agreed on October 8, 2026, to initiate the procedure regulated in articles 52 and following of the Compulsory Expropriation Law of December 16, 1954, and in article 56 of the Regulation of April 26, 1957, with the opening of the public information process provided for in article 83 of Law 39/2015, of October 1. The announcements were published in the Official State Gazette number 257, dated October 16, 2026; in the Official Gazette of the Regional Government of Andalusia number 201, of the same date; in the Official Gazette of the Province of Seville number 199, dated October 14, 2026; and in the Diario de Sevilla of October 16, 2026. It was upon comparing these publications that the error in the measurements was noticed.

Appearance in Los Corrales on November 20

The corrected annex maintains the summons for the act of drawing up the records prior to occupation at the Most Excellent City Council of Los Corrales on November 20, 2026, between 9:30 and 11:20 hours. For the remaining affected districts, the calendar established in the initial announcement of October 8, 2026, schedules the appearances for November 13, 2026, at the City Council of Martín de la Jara and on that same day at the City Council of Osuna.

Interested parties must attend personally or be represented by an authorized person and provide:

  • Original identity document and copy; for legal entities, the deed of incorporation and accreditation of the legal representative.
  • Power of attorney, if applicable.
  • Title of ownership registered in the Property Registry, with an updated summary note (nota simple).
  • In the event of the owner’s death, the will or declaration of heirs, acceptance of inheritance, and forms 650 and 660 of the Inheritance and Gift Tax.
  • Electronic notification address when the owner is required to maintain electronic communication pursuant to Article 14 of Law 39/2015.

Allegations and public information period

The public information process was open for 15 business days from the publication of the agreement in the BOJA and the BOP of Seville, so that owners and other interested parties could submit written allegations and provide documents to the Territorial Delegation. Until the day designated for the drawing up of the records, those who consider themselves omitted from the list may examine the parcel plans and the rest of the file and make allegations solely for the purpose of correcting errors or omissions. The resolution bears the signature of the territorial delegate, María Teresa Ávila Guisado, electronically dated October 27, 2026.

The announcement is based on Article 2 of the Compulsory Expropriation Law, in relation to Article 4 of Decree 4/1985, of January 8, Article 19 of Decree 226/2020, of December 29, Presidential Decree 9/2026, of July 9, and Decree 202/2026, of July 30, which establishes the organic structure of the Ministry of Housing, Youth and Territorial Planning and the Ministry of Public Works and Mobility.

The rectification has an immediate practical effect for the owners of the four properties: the surfaces now published will serve as the basis for the prior act of occupation and, subsequently, for the valuation of the assets. With nearly 19,500 square meters at stake in these four estates alone, those affected have until November 20 to review their cadastral data and appear with the complete documentation in Los Corrales.
