Ministry of Transport updates discounts on intercity bus passes for 2026

The General Directorate of Transport and Mobility of the Regional Ministry of Public Works of Castilla-La Mancha has modified Annex I of Order 81/2026, which regulates discounts on the price of transport passes and multi-trip tickets for intercity buses. The resolution, dated October 6, 2026, is published in the Official Gazette of Castilla-La Mancha (DOCM) number 198, dated October 15, 2026, with the official reference 2026/7319, and affects regular users of regional lines throughout the fiscal year.

The base regulation is Order 81/2026, of May 27, of the Regional Ministry of Public Works, which establishes discounts on the price of transport passes and multi-trip tickets—excluding round-trip tickets—for trips on regular intercity collective passenger road transport services, for the period between January 1 and December 31, 2026.

The first final provision of that order empowers the competent governing body in transport matters to modify its annexes by means of a resolution. By virtue of that authorization, the General Directorate of Transport and Mobility signed the now-published resolution in Toledo on October 6, 2026, signed by the Director General Lucía Balmaseda Solera.

An annex with 38 concessions

The new Annex I is structured into two sections. Section A) lists the concessions where reductions in the price of passes and multi-trip tickets are applied, with the exception of the child population. In total, the list includes 38 intercity line concessions from the five provinces, including:

• VCM-001 Guadalajara-Humanes, by Autocares Samar, S.A.
• VCM-008 Guadalajara-Cuenca (City Direct), by The Bus Ontime S.L.U.
• VCM-015 Sonseca-Toledo, by Romero Díaz Car, S.L.
• VCM-018 Talavera-Valdeverdeja, by La Veloz, S.A.
• VCM-037 Ciudad Real-Puertollano, by Autómnibus Interurbanos, S.A. (AISA)
• VCM-066 Talavera de la Reina-Toledo, by Castromil, S.A.U.
• VCM-603 Albacete-Toledo (City Direct), by Golden Bus, SL
• VCM-605 City Direct Toledo-Guadalajara, by Next Continental Holding, S.L.U.

The annex also includes routes such as VCM-036 Albacete-Villarrobledo, VCM-061 Toledo-Cuenca, VCM-068 Hellín-Yeste and Nerpio-Letur-Albacete, VCM-616 Astra Arcas del Villar-Cuenca, or VCM-646 Hinojosa de San Vicente-San Román de los Montes-Talavera de la Reina-Pepino.

The rural pass and the awarded companies

Section B) identifies the concessions from Section A) in which the rural pass is also applied. There are three:

• VCM-076 Sisante-La Amarcha-Tarancón-Villar de Cañas-Minglanilla, by Autolíneas Rubiocar, S.L.
• VCM-584 Hellín-Minas de Hellín-Cancarix, by Autocares Novatour, S.L.
• VCM-623 Fuentes de la Alcarria-Romancos-Guadalajara, by Autocares Marín Colmenero, S.L.

The related concessions are operated by about twenty companies, including Autocares Samar, S.A., The Bus Ontime S.L.U., Aguado y Esteban, S.L., Autómnibus Interurbanos, S.A. (AISA), La Veloz, S.A., Autocares Marín Colmenero, S.L., Autocares Francisco Gómez e Hijos, S.L., Ibérica de Concesiones y Servicios, S.A. (Iberconsa), Autocares Novatour, S.L., Autolíneas Rubiocar, S.L., Autocares Molinero, S.L., Autocares Herca, S.L., Golden Bus, SL and Nex Continental Holdings, S.L.U.

Publication, deadlines and appeal process

The second point of the resolution orders the publication of the new Annex I in the Official Gazette of Castilla-La Mancha, which is materialized in issue number 198, corresponding to October 15, 2026, within section III of other provisions and acts, on pages 36587 to 36589.

Against the resolution, which does not exhaust the administrative route, an appeal for reversal may be filed before the Regional Minister of Public Works within one month from the day following its publication in the DOCM, in accordance with articles 121 and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The update of the annex specifies which regional lines maintain the reductions in season tickets and multi-trip passes throughout 2026, a determining factor for travelers who use the intercity bus regularly and for the concessionary companies that apply the discounted rates at the ticket office.
