They establish the 2027 admission calendar for the technical professional subsystem

The Ministry of Education, through the Undersecretariat of Higher Education, established the dates within which professional institutes and technical training centers affiliated with the access system must set their admission and enrollment calendars for the 2027 process, as well as the application period for the Unique Characterization Form (FCU). The decision is contained in exempt resolution No. 6,627, signed on October 5, 2026, by Undersecretary Fernanda Valdés Raczynski and published in the Official Gazette No. 44,577 on Monday, October 19, 2026, in Section I of General Norms, with CVE 2884664.

The resolution is based on Law No. 21,091 on Higher Education, which created the Access System and tasked the Undersecretariat with establishing and coordinating a technical committee for the university subsystem and another for the technical-professional subsystem. The fourth paragraph of Article 13 of that law empowers the Undersecretariat to establish, through administrative acts, the procedures and instruments of the Access System previously approved by the respective committee. Added to this are Supreme Decree No. 407 of 2018 from the Ministry of Education, which regulates the constitution and operation of both committees, and exempt resolution No. 7,990 of 2024 from the Undersecretariat, which established the system’s procedures and instruments for the technical-professional subsystem.

Item 4 of the second article of resolution No. 7,990 provides that institutions “must set the calendar for admission and enrollment processes within the deadlines established annually by the Committee,” while item 5 does the same for the FCU. The administrative act published this Monday translates those agreements into concrete dates for the 2027 cycle.

The two windows of the 2027 process

The sole article of the resolution establishes two milestones with a common opening and different closing dates:

• 2027 Admission Process: start on October 7, 2026, and end on April 9, 2027.
• Application of the 2027 Unique Characterization Form (FCU): start on October 7, 2026, and end on April 30, 2027.

The FCU window extends three weeks longer than the admission and enrollment calendar. These dates apply to the higher education institutions of the technical-professional subsystem affiliated with the access system.

The support of the Technical Access Committee

The calendar does not originate in the Undersecretariat, but in the Technical Access Committee of the Technical Professional Subsystem, whose purpose is to define the processes and instruments for application and admission to careers and programs in professional institutes and technical training centers. According to recital 7 of the act, the Committee approved the 2027 process calendar in its ordinary session No. 38, on July 30, 2026, through agreement No. 2/2026.

The application of the FCU was resolved separately, in extraordinary session No. 39, on September 24, 2026, with agreement No. 4/2026. The file is completed with memorandum No. 6/936, dated September 25, 2026, from the Information and Access Division, and with resolution No. 36, of 2024, from the Comptroller General of the Republic.

A form to characterize enrolled students

The FCU is, according to resolution No. 7,990 itself, “a characterization instrument that seeks to generate information on first-year students enrolled in each institution, for the better development of student support processes, recognition of previous trajectories, and data analysis.” Its application must occur within the deadlines established by the Committee each year, and for the 2027 process, that deadline has already been determined.

The text was noted, notified, and arranged for publication on the Ministry of Education website and in the Official Gazette, signed by Undersecretary Fernanda Valdés Raczynski.

For applicants and campuses, the practical effect is that the planning for the 2027 admission no longer has a discretionary margin: institutions must align their admission and enrollment calendars between October 7, 2026, and April 9, 2027, and apply the FCU to first-year enrolled students by April 30, 2027. With thousands of students and dozens of professional institutes and technical training centers involved, the calendar already conditions the dissemination of the offer, enrollment processes, and the internal registration systems of each educational institution.
