The sanitary cleaning triennium has been established and the payment of arrears ordered

The joint commission of the collective agreement for the cleaning of buildings and premises of the centers dependent on the Valencian Health Service and the Provincial Council of Alicante has set the new triennium values for the years 2024, 2025, and 2026, and has ordered companies to pay the arrears within one month. The agreement, signed unanimously, has been published in the Official Gazette of the Province of Alicante number 171, dated September 9, 2026, by resolution of the Territorial Directorate of Housing, Employment, Youth, and Equality of Alicante.

The resolution, signed on September 3, 2026, by the territorial director Cortes María Martínez de las Heras, orders the registration of the agreement in the Registry of Agreements and its publication in the provincial gazette. The text is framed within the agreement with code 03002335011993 and is based on Article 90 of the Workers’ Statute, Royal Decree 713/2010, and Order 37/2010 of the Generalitat Valenciana.

Triennium values and regularization

The agreement, adopted in the telemetric meeting of the joint commission held on May 22, 2026, updates the seniority concept regulated in Article 36 of the agreement, based on Royal Decree-Law 3/87 (Group E, now Professional Grouping Group). The amounts set for each triennium are:

  • €16.24 for the year 2024, instead of the €16.16 published in January 2024.
  • €16.65 for the year 2025.
  • €16.90 for the year 2026.

The regularization for the 2024 fiscal year corrects the difference between both values from January 1 to December 31, 2024, while the years 2025 and 2026 are updated according to the current amounts of the aforementioned royal decree-law.

Obligation to pay arrears

Once the economic values of the seniority concept have been determined, companies must regularize the amount in the payroll following the signing of the agreement and pay the corresponding arrears within one month of its publication in the Official Gazette of the Province. The measure affects cleaning workers in health centers and provincial offices throughout the province of Alicante.

The joint commission included, on the employer side, the associations ASPEL and AELPA, and on the social side, the unions CCOO and UGT. The minutes authorize Josep Albors Ferrandis, general secretary of the Federation of Comisiones Obreras del Hábitat of the Valencian Country, to process its publication in the agreements registry REGCON.

Impact for the workers

The regularization entails retroactive financial recognition for hundreds of cleaners in the province, who will see the differences from the last three fiscal years compensated in their upcoming payrolls. The agreement reinforces the application of the seniority supplement agreed upon in the collective bargaining agreement and guarantees its annual update in accordance with state regulations.
