Figueres appoints three career officials and one interim for maximum urgency

The Figueres City Council has appointed three career civil servants and one interim civil servant to fill positions within its staff. The Department of Personnel issued the corresponding decrees between September 16 and 25, 2026, and the council has publicized them in the Official Gazette of the Province of Girona (BOP) no. 189, dated October 1, 2026, edict 8365, with the official reference BOP-2026_0_189_8365 (pp. 1-2).

Three positions filled on a permanent basis

The first three appointments are under the career civil servant regime and aim to permanently fill respective vacant positions, each linked to a different selection process:

• Pol Julià Soler, general administration technician, by decree 2026LLD007238 of September 18, 2026, file PRSE2025000008. The position belongs to the general administration scale, technical sub-scale, classification group A and subgroup A1.
• Miquel Angel Belda Diaz, auxiliary IT technician, by decree 2026LLD007158 of September 16, 2026, file PRSE2025000019. The position is categorized under the special administration scale, technical sub-scale, auxiliary technical category, classification group C and subgroup C1.
• Anna Maria Albó Riera, architect, by decree 2026LLD007482 of September 25, 2026, file PRSE2024000023. The position corresponds to the special administration scale, technical sub-scale, senior technical category, classification group A and subgroup A1.

The three decrees are published for the purpose provided in article 82 of the Personnel Regulations for the Service of Local Entities, approved by Decree 214/1990, of July 30.

One interim appointment for maximum urgency in the sports service

The fourth appointment is temporary in nature and responds to an urgent need for coverage. The Department of Personnel resolved, through decree 2026LLD007191 issued on September 17, 2026, to appoint Joel Vivas Garcia via maximum urgency as an interim civil servant for a vacant position.

• Position title: lifeguard monitor.
• Classification subgroup: C2.
• Nature: provisional occupation of a vacant position.
• Duration: conditional upon the resolution of the selection process of file PRSE2026000035.

This last file already has published precedents: the Girona BOP no. 179, of September 17, 2026, included the approval of the rules and the call for the selection process for the temporary coverage of a lifeguard monitor position under the interim civil servant regime, by open competition, and for the creation of a job bank intended to cover other temporary needs of the municipal sports service.

Publicity, deadlines, and appeals processes

Publication in the provincial bulletin is for general knowledge and, in the case of interim appointments, for the purposes provided for in article 291.3 of Legislative Decree 2/2003, of April 28, which approves the Recast Text of the Municipal and Local Regime Law of Catalonia.

Against the resolution, which is final and exhausts the administrative route, interested parties may file:

• An optional appeal for reversal (recurso de reposición) before the same body that issued the act, within a period of one month from notification.
• A contentious-administrative appeal before the Contentious-Administrative Court of Girona, within a period of two months, once the appeal for reversal has been resolved or dismissed by silence.

The announcement appears electronically signed by Jordi Masquef Creus, mayor-president of the City Council of Figueres, with a signature date of September 25, 2026.

Impact on municipal services and candidates

The four appointments reinforce sensitive areas of the local administration: general administrative management, IT support, urban planning technical drafting, and the sports service. For candidates, the publication confirms the resolution of processes PRSE2025000008, PRSE2025000019, and PRSE2024000023, while the lifeguard-instructor position remains open until file PRSE2026000035 is resolved, upon which the duration of the interim appointment depends.
