Fibra òptica al Pallars Sobirà i l'Aran: la Diputació aprova els projectes

The Governing Board of the Diputació de Lleida initially approved on October 19, 2026, the executive projects for the fiber optic network of phase 2B in the Val d’Aran and central-west Pallars Sobirà, and phase 2A in les Garrigues Nord, with a combined budget of 3,829,406.66 euros. The two agreements, adopted unanimously, are published in the Official Gazette of the Province of Lleida no. 204, of October 26, 2026, with the reference CVE BOP-2026_0_204_8863. The projects were drafted by the consultancy Einesa Cable SL commissioned by Localret.

The agreements are part of the extract of the agreements of the ordinary session 34/2026 of the Governing Board, held on Monday, October 19, 2026, between 1:00 PM and 1:10 PM in the Commissions Room of the Palau de la Diputació, with the attendance of five of the seven deputies. The Board acts by delegation of powers from the Presidency established by Decree no. 3011, of July 19, 2023, and the publication is made in accordance with article 56 of Law 7/85, of April 2, regulating the bases of the local regime, and article 145 of the Recast Text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28.

Two projects and two construction schedules

The two files follow the same logic: extending the public fiber optic network to areas of the Lleida demarcation where private deployment does not reach. The technical and economic characteristics are as follows:

  • Phase 2B – Val d’Aran and central-west Pallars Sobirà area, key XT00332a: execution budget by contract, VAT included, of 1,739,905.91 euros and an execution period of 105 days.
  • Phase 2A – les Garrigues Nord area, key XT00318a: execution budget by contract, VAT included, of 2,089,500.75 euros and an execution period of 83 days.
  • Accumulated amount of the two actions: 3,829,406.66 euros.
  • Drafting: Einesa Cable SL, commissioned by Localret, dated November 2023.

The project for Val d’Aran and Pallars Sobirà is the lower-cost of the two, but also the one with the longest schedule: 105 days compared to 83 for les Garrigues Nord. Both are executive projects for telecommunications infrastructure, meaning the technical documentation that defines the network deployment works.

Technical drafting and signature

Both documents bear the signature of the telecommunications engineer Jordi Lamarca i Santandreu and were drafted for Localret, the local telecommunications consortium, through the consultancy Einesa Cable SL. The drafting was completed in November 2023, meaning the initial approval comes nearly three years after its completion.

The published extract bears the electronic signature of the corporation’s general secretary, Aránzazu Casals Roldán, dated October 21, 2026, and that of the president, Joan Talarn Gilabert. The session was also attended by vice presidents Agustí Jiménez Pérez and Sandra Castro Bayona, the fourth vice president Rosa Pujol Esteve, and deputy Estefania Rufach Fontova; the third vice president Juan Antonio Serrano Iglesias and deputy Cristina Morón Molina excused their absence.

A deployment already advancing in other areas

Phases 2A and 2B are not starting from scratch. During the planned months, the Provincial Council has chained together orders and work certifications for this same fiber optic program:

  • On August 6, 2026, the order was approved for the Empresa de Transformación Agraria, SA, SME, MP (TRAGSA), as an in-house means, to execute the phase 2B projects in the areas of Garrigues and Segrià Central and Urgell, Noguera and Segarra Sud, for 4,678,199.07 euros.
  • On July 23, 2026, the adhesion of the Provincial Council and its autonomous bodies to the Localret Framework Agreement was approved.
  • Work certifications for phase 2A in the areas of Segarra Nord, Segarra Central, Pla d’Urgell and Urgell have been paid throughout the year, with amounts such as 274,062.82 euros for the third certification of Segarra Nord or 93,246.63 euros for the ninth and final one of Urgell and Pla d’Urgell Est.

This sequence indicates that the program is executed in phases and by zones, and that the initial approval of the two new executive projects is the previous step to the tender or the ordering of the corresponding works.

More agreements from the same session

The Governing Board closed the session with a dozen items, among which the following stand out:

  • The approval of the construction project for local improvements on road LV-5055, from the N-230 to Vilamòs, for 3,980,784.09 euros and 18 months of execution.
  • The opening of the tender for the reinforcement of the pavement of the LV-9138, from Foradada to Montsonís, with a base budget of 598,099.30 euros including VAT.
  • Subsidies for agri-shops (200,000 euros) and for multi-service premises in rural municipalities (300,000 euros).
  • Direct aid to the Consell Comarcal del Segrià (82,005.40 euros), to AGROTECNIO (70,000 euros), and to the roller hockey clubs Lleida Llista Blava and Alpicat (80,000 euros each).

The initial approval of the fiber optic projects is the item with the widest territorial scope of the session: it affects two mountain regions and one inland region, and comes after years in which high-capacity connectivity has been one of the main bottlenecks for businesses and public services in Pallars Sobirà and the Val d’Aran. With the two projects approved, the work schedule is set at 83 and 105 days once the contracting is formalized.
