Ferrol approves the urbanization of Sánchez Aguilera after rejecting nine objections

The Local Government Board of Ferrol has definitively approved the urbanization project for PERI-2-R Sánchez Aguilera and fully dismissed all objections submitted during the public information period. The agreement was adopted in the ordinary session of October 26, 2026, and published in the Official Gazette of the Province of A Coruña (BOP) number 207, corresponding to October 29, 2026, under announcement number 2026/6955.

The announcement is included in the Local Administration section, Municipal-Ferrol heading, within the area of Urbanism, Planning, and Management. This is the definitive approval of the instrument that governs the material execution of the urbanization works within the PERI-2-R area, an administrative step that follows the urban planning of the sector and enables the development of the planned infrastructure in the area.

The document contains an agreement articulated in five points: the dismissal of the objections, the definitive approval of the project, its publication, the notification to interested parties, and the authorization of the delegated councilwoman to carry out the procedures.

Nine objections dismissed

The Local Government Board fully rejected the objections submitted during the public information period, “in accordance with the reports contained in the file.” The registered documents were as follows:

• Registry 2026009271, dated February 5, 2026, from Juan María Rodríguez Silvar, of the Galician Society of Natural History.
• Registry 2026009402, dated February 6, 2026, from the PSOE Municipal Group.
• Registry 2026009596, dated February 6, 2026, from COAG.
• Registry 2026009664, dated February 6, 2026, from Jorge Juan Suárez Fernández, of Ferrol en Común.
• Registry 2026009723, dated February 9, 2026, from the A.VV. de Canido O Cruceiro.
• Registry 2026009738, dated February 9, 2026, from Antonio Iván Rivas Rico, of the BNG.
• Registry 2026010026, dated February 9, 2026, from José Manuel García Castro.
• Registry 2026020758, dated March 27, 2026, from INVIED.

Project drafted by Monteoliva Arquitectura

The approved project was drafted by Monteoliva Arquitectura, SLP, with a digital signature dated October 20, 2026, and CSV 6B5XHHJOJP28TA40. The definitive approval is subject to “taking into account the work execution conditions indicated in the reports and sectoral authorizations issued.”

The agreement also establishes the obligation to publish the final approval along with the urbanization project “within a period of one month” in the BOP and on the City Council’s electronic office. Notifications to the claimants will be accompanied by the response report from Monteoliva Arquitectura, SLP dated October 19, 2026, and the municipal technical report on allegations dated October 21, 2026.

In the case of INVIED, the notification will additionally include document 1487_U02.bc3 for budget justification and the same municipal technical report. The fifth point authorizes the delegated councilwoman for Urbanism to execute the agreements and other regulatory procedures.

Two months to appeal to the contentious-administrative court

An optional appeal for reversal (recurso potestativo de reposición) may be filed against the agreement within one month from the day following its publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

Alternatively, a contentious-administrative appeal may be filed in accordance with article 46 of Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction, before the Contentious-Administrative Section of the Court of First Instance of Ferrol, within two months from the day following its publication.

The agreement was signed in Ferrol, on October 26, 2026, by the delegated councilwoman for the Area of Urbanism, Accessibility, Housing and Rehabilitation, and Environment, Blanca García Olivares, by delegation of the Mayor’s Office on 03/26/2026 (BOP number 71, of April 17, 2026).

The final approval closes the period for allegations and opens the execution phase of the urbanization works in the area, a decision that directly affects the owners of the lands included in the PERI-2-R and the neighbors of the Sánchez Aguilera surroundings, for whom the deadlines for a possible appeal are now fixed.
