Ferrol aproba 25.000 euros á patronal COFER para captar investidores industriais

The Ferrol City Council has given final approval to a nominative grant of 25,000 euros to the Confederation of Entrepreneurs of Ferrolterra, Eume and Ortegal (COFER) to attract investors and promote the region’s industrial land. The agreement, initially approved by the Plenary in the session of September 24, 2026, is published as final in the Official Gazette of the Province of A Coruña (BOP) number 204, Monday, October 26, 2026, with official reference 2026/6927.

The modification of the annex of nominative grants for the 2026 financial year adds a single contribution, requested by the municipal Employment department, and maintains the remaining grants already included in the annex under the same conditions. The operation is processed under article 169 of RDL 2/2004, of March 5, the recast text of the Law regulating local treasuries, which requires any modification of the nominative annex to be submitted for public exhibition before being made final.

The regional employers’ association was already among the beneficiary entities of other aid lines this year. The Provincial Deputation of A Coruña granted it 10,455 euros within the FOENAA 2026 program, with a subsidized point to be justified of 17,425 euros, for “dynamization activities 2026” (file 2026000006007), according to the Presidency resolution number 2026/36016, of August 13, published in BOP number 157 of August 19, 2026 (reference 2026/5487).

What the grant finances

  • Beneficiary entity: Confederation of Entrepreneurs of Ferrolterra, Eume and Ortegal (COFER), with NIF G70199112.
  • Amount: 25,000 euros.
  • Purpose: collaboration to favor the positioning of Ferrol and the region in the most strategic sectors, the availability of industrial land, and the support of new investors.
  • Promoting body: Employment department of the Ferrol City Council.
  • Instrument: modification of the annex of nominative grants of the 2026 budget.

The text of the edict, signed by the delegated councilor for Finance and HR, Susana María Sanjurjo Fraga, does not detail budget items or execution deadlines, and limits the scope of the modification to that single contribution.

No allegations during the public exhibition period

The initial agreement was published in BOP number 186, Tuesday, September 29, 2026, and opened fifteen business days of public exhibition on the notice board of the municipal electronic headquarters. According to the certificate of the chief clerk dated October 22, 2026, there is no record of any allegation being received, therefore the provisional agreement is elevated to final.

The announcement is dated Ferrol, October 22, 2026, and bears the signature of the delegated councilor for Finance and Human Resources by agreement of the Local Government Board of December 11, 2023 (BOP number 241, December 20, 2023).

Appeals and entry into force

  • The agreement exhausts the administrative route.
  • A direct contentious-administrative appeal may be filed within two months, counted from the day following publication, in accordance with Article 10 of Law 29/98, of July 13.
  • Any other appeal deemed appropriate may also be filed.
  • The modification enters into force once published in the BOP, according to Article 20 of RD 500/99, of April 20, and Article 169 of RDL 2/2004.

The aid arrives at a time when the region seeks to attract industrial investment and fill empty productive spaces, and makes the employers’ association a direct interlocutor of the City Council for that task. The movement has a limited economic scope —25,000 euros in a single nominative line— but signals the municipal priority of supporting the attraction of companies outside the competitive bidding circuit.
