Federico Muñiz Alonso, new director of the Public Employment Service of Catalonia

The Government of the Generalitat has appointed Federico Muñiz Alonso as director of the Public Employment Service of Catalonia (SOC), one of the strategic positions of the Department of Enterprise and Work for the deployment of active employment and training policies. The appointment is formalized through Decree 151/2026, of September 1, published in the Official Gazette of the Generalitat de Catalunya (DOGC) number 9743, of September 2, 2026, with the official reference CVE-DOGC-A-26244051-2026.

The decree, signed by the president of the Generalitat, Salvador Illa i Roca, and the Minister of Enterprise and Work, Miquel Sàmper i Rodríguez, is issued at the proposal of the minister and in agreement with the Government, and assigns the new director the rights and duties inherent to the position.

Regulatory framework of the appointment

The appointment is based on two key regulations of the Catalan employment system:

• Article 26.h of Law 13/2008, of November 5, on the presidency of the Generalitat and the Government, which regulates the Government’s competencies regarding appointments.
• Article 26.2 of Law 13/2015, of July 9, on the organization of the employment system and the Public Employment Service of Catalonia, which establishes the procedure for designating the management of the SOC.

A key position for employment

The Public Employment Service of Catalonia is the body responsible for managing active employment policies, labor intermediation, and training programs for workers and unemployed persons. Its leadership is decisive for the execution of the Department of Enterprise and Work strategies regarding economic reactivation, professional qualification, and support for labor insertion.

The new director assumes the position with full functions, at a time when the SOC concentrates a large part of the management of training funds and employment programs aimed at vulnerable groups and the transformation of the Catalan productive fabric.

Effects and entry into force

Decree 151/2026 takes effect from its publication in the DOGC, meaning that Federico Muñiz Alonso can already exercise the functions proper to the management of the SOC. The document, processed as file 26.244.051, is available on the official DOGC portal for public consultation.

With this appointment, the Government completes the renewal of the leadership of one of the executive’s central bodies in the labor field, in a context of deploying new training and guidance tools for the citizenry.
