Feder financia o 60 % da dirección facultativa da depuradora de Vilagarcía

Augas de Galicia published in the Official Gazette of Galicia (no. 201, Thursday, October 22, 2026) the 60% co-financing of eligible expenditure by the European Union, through the European Regional Development Fund (ERDF), for the technical assistance contract for the project management of the expansion work of the wastewater treatment plant of Vilagarcía de Arousa. The resolution, signed on October 7, 2026, refers to file AUG-2026-0001, linked to work AUG-2025-0136 and technical document key OH.336.1197. The announcement occupies pages 53390 to 53396 of the regional bulletin, with the official reference i7asvz32-81z7-lff6-ggt3-c1z3v28q3v57.

The publication responds to the information and publicity obligation for co-financed actions, set out in Annex IX of Regulation (EU) 2021/1060 of the European Parliament and of the Council, of June 24, 2021, and further in Law 9/2017, of November 8, on public sector contracts. The programmatic framework is the Galicia ERDF program 2021-2027, within political objective OP2 (“A greener Europe”), investment priority P2A (green transition), specific objective 2.5 (promotion of water access and sustainable water management), action line 2.5.03 (investments in sanitation and purification), and intervention area 066 (collection and treatment of wastewater with energy efficiency criteria).

A 310,970 euro contract to oversee the work

The contract now publicized is a technical assistance service for project management, with CPV code 71311100-2 (civil engineering assistance services) and location in NUTS code ES114. The economic and administrative data are as follows:

  • Awardee: Idom Consulting Engineering Architecture, S.A. (NIF A48283964), headquartered at Avenida de Lugo 151-153, Santiago de Compostela.
  • Amount of the selected offer: 257,000.00 euros net; 310,970.00 euros including VAT.
  • Base tender budget: 295,298.25 euros net; 357,310.88 euros total.
  • Estimated value of the contract: 352,436.17 euros, including up to 57,137.92 euros in extensions.
  • Dates: award on July 29, 2026, and formalization on August 26, 2026.
  • Offers received: six, all from small and medium-sized enterprises and submitted electronically.
  • Execution period: 33 months, with provision for contractual extensions up to a maximum of 6 months.

The service has the legal status of a complementary contract to the works contract, in accordance with article 29.7 of the LCSP, and covers quantitative control tasks (measurements and detailed topography) and qualitative tasks (equipment verification, continuous on-site surveillance), as well as support in the preparation of technical documents and the settlement of the main contract.

Three contracts under the ERDF umbrella

Technical assistance is the third piece published this autumn within the same European operation, titled “Improvement of sanitation and purification systems in the Arousa estuary. Vilagarcía de Arousa agglomeration.” The other two have already appeared in the bulletin:

  • Expansion work: awarded to the UTE COPASA Infraestructuras, S.L.U. and Pesa Medioambiente, S.A. for 21,825,000.00 net euros (26,408,250.00 euros including VAT), formalized on July 24, 2026, and published in the DOG no. 180, of September 22, 2026.
  • Health and safety coordination: awarded to Incope Consultores, S.L. for 130,542.58 net euros (157,956.52 euros including VAT), formalized on August 18, 2026, and published in the DOG no. 192, of October 8, 2026.

Why the purification plant is being expanded

According to the project documentation, the action is justified by the lack of capacity of the current WWTP to properly treat the wastewater it receives, both from a hydraulic perspective and in terms of pollutant loads, and by the insufficiency of the sludge line. The solution will allow for the treatment of a population equivalent to 99,404 inhabitants, with an average design flow of 15,639 m³/day and a maximum flow of 500 liters per second.

The project includes a new pre-treatment, an IFAS biological treatment with four lines, chemical phosphorus removal, secondary settling with four clarifiers, ultraviolet disinfection, and new pumping to the submarine outfall. The sludge line provides for thickening, mesophilic anaerobic digestion, dehydration, and silos, while the biogas line incorporates a gasometer, gas refining, an engine with energy recovery, and a burner. The intervention is framed within Law 1/2022, of July 12, for the improvement of the management of the integrated water cycle, and Directive (EU) 2024/3019 on urban wastewater treatment.

The resolution is signed by Roi Fernández Añón, director of Augas de Galicia, by virtue of the delegation established in the resolution of January 30, 2012 (DOG no. 21, of January 31).
