Por FactBox Admin

The Zonal Electoral Board of El Puerto de Santa María, Rota, and Puerto Real has approved the list of lampposts, official premises, squares, and information tables that the city councils of the three municipalities are providing free of charge to political formations for the general election campaign of November 29, 2026. The agreement is recorded in the Board’s minutes number 2, closed on October 15, 2026, and is published in the Official Gazette of the Province of Cádiz number 201, dated October 19, 2026, under official reference No. 357.232.
The basis for the distribution is Organic Law 5/1985, of June 19, on the General Electoral Regime, whose Article 55 obliges city councils to reserve free special places for posters, banners, and streamers, and whose Article 57 requires them to enable premises and public spaces for campaign events. The process began with the publication, on October 6, 2026, of Royal Decree 806/2026, of October 5, on the dissolution of the Chambers and the calling of elections (BOE number 248). The campaign runs from November 13 to 27.
The Board was constituted on October 15 at 12:00 PM at the Court of First Instance of El Puerto de Santa María, with Rodrigo Merello Moral as president, judicial members Jesús Ruiz Mota and Juan Manuel González Martínez, and Moisés García Burguillos, Lawyer of the Administration of Justice, as secretary. The minutes are sent to the Provincial Electoral Board, the provincial gazette, and the city councils of El Puerto de Santa María, Rota, and Puerto Real.
El Puerto de Santa María: 689 lampposts and five enclosed venues
The City Council of El Puerto de Santa María makes available to the Board the lampposts listed in Annex I of its resolution, distributed by sections and numbering, for the Board to distribute among the formations. The axes with the most points are Avenida Felipe VI (212 lampposts in six sections), Avenida Sanlúcar (103 in three sections), Avenida de Valdelagrana (112 in three sections), and Avenida Catalina Santos la Guachi (40 in two sections).
The enabled enclosed premises are:
- Assembly hall of the Eduardo Lobillo Public School, 250 people, from 7:00 PM to 11:00 PM.
- Assembly hall of the Astaroth Public School, 500 people, from 7:00 PM to 11:00 PM.

Rota: 657 lampposts and eight municipal halls
The mayor-president of Rota, José Javier Ruiz Arana, signed the decree establishing the locations. The banners are distributed across twelve avenues, led by Avenida Juan Carlos I (121 lampposts), Avenida Príncipes de España (116), and Avenida Reina Sofía (64).
The declared indoor spaces are:
- Severiano Alonso Auditorium of the Municipal Public Library, 100 seated people, any time.
- Assembly halls of the Luis Ponce de León and Pedro Antonio de Alarcón schools, 600 people each, from 7 p.m. to 11 p.m. (weekends from 8 a.m.).
- Assembly hall of the Eduardo Lobillo School, 250 people, and the Astaroth School, 500 people.
- Federico García Lorca Room, 100 people without seating.
- Central Courtyard of the Mercado de Abastos, 740 people without seating.
- Assembly hall of the San José de Calasanz School, 250 people.
Puerto Real: 456 lampposts, four civic centers, and information tables
In Puerto Real, 456 lampposts are reserved, with Avenida de la Constitución (84), Avenida José Saramago (60), and Avenida de la Diversidad (46) as the largest sections. The venues are the Rosa Butler y Mendieta Cultural Center (400 people, from 5 p.m. to 9 p.m.), the Río San Pedro Civic Center (60), the Ciudad Abierta Civic Center (60), and the Barrio de Jarana Civic Center (30); the first three will not be available on November 27. Poeta Rafael Alberti and Nuestra Señora de Lourdes squares, opposite the station, are available from 6 p.m. to 10 p.m. on business days and from 10 a.m. to 10 p.m. on holidays.
Information tables operate from 10 a.m. to 10 p.m. every day, with limits per location: up to 6 in Plaza Poeta Rafael Alberti, 5 in Calle de la Plaza, 5 in Barriada Río San Pedro, 2 in Plaza de Jesús, 2 in Jardines de El Porvenir, 2 in Casines, 2 in Marina de la Bahía, and 1 in Barrio de Jarana.
Conditions and obligations for the parties
Organizations using the spaces must take out a civil liability insurance policy and deliver a copy to the Board before the start of the campaign; the removal of panels and accessories must be done within a maximum of fifteen calendar days after the vote. The transfer of lampposts to organizations other than the one that received them in the distribution is prohibited, as is campaigning in the vicinity of polling stations, in accordance with article 93 of the electoral regulation.
The distribution turns the three city councils into operational pieces of 29N: without these free reservations, parties cannot place banners or set up tables on public roads, and the residents of El Puerto, Rota, and Puerto Real lose the information points and local rallies guaranteed to them by electoral law.
