Families urgently approve 600,000 euros for third-sector entities

The Department of Families, Social Welfare and Dependency Care has approved on an urgent basis a call for grants endowed with 600,000 euros for third-sector social entities and other non-profit organizations that serve families with minor children and young people without family support in situations of vulnerability. The resolution, signed by the counselor Sandra Fernández Herranz on September 11, 2026, is published in the Official Gazette of the Balearic Islands (BOIB) no. 116, of September 17, 2026, Section III, page 50247, with the identifier BDNS 927316.

The call is processed via the urgent route, which reduces the procedural instruction deadlines by half, except for those regarding the submission of applications and appeals. The objective is to finance projects and programs of direct care for families with dependent minors or young people without family support experiencing situations of difficulty or social risk, with educational, psychosocial, and accompaniment support actions.

The measure derives from the Agreement of the Governing Council of May 8, 2026, which activated social response measures against the economic effects of the conflict in the Middle East in the Balearic Islands, and is framed within section III 4.38 of the Strategic Grant Plan of the Autonomous Community of the Balearic Islands for the 2024-2026 financial years. The regulatory bases are the Order of the Counselor of Social Affairs and Sports of March 5, 2021 (BOIB no. 34, of March 11, 2021).

Three lines of action

The budget is distributed into three lines:

• Line 1: 200,000 euros for direct care projects for families with dependent minors in situations of vulnerability, difficulty, or social risk.
• Line 2: 150,000 euros for services and programs for the prevention and treatment of violence against children and adolescents.
• Line 3: 250,000 euros for care expenses for young people in situations of vulnerability or social and economic exclusion.

The distribution is indicative and the amounts are linked: if the credit of one line is not exhausted, it can be transferred to the others with a report from the Director General of Families, Childhood, Youth, Diversity and Equality. The total endowment can be increased by resolution of the counselor if there is budgetary availability.

Deadlines, advance payment and execution

• The deadline for submitting applications is 10 business days from the opening of the electronic procedure, which opens the day after publication in the BOIB.
• Each entity may only submit one application for one of the three lines.
• Payment is made by a 100% advance payment and without the requirement of guarantees, in accordance with the Governing Council Agreement of August 7, 2026.
• The maximum period for resolution and notification is 3 months from the day after the application deadline ends; applications not resolved are considered rejected.
• The execution of projects for lines 1 and 3 runs from September 1, 2026, to August 31, 2027; line 2, from January 1 to December 31, 2026.

Requirements and evaluation

Private non-profit entities with a headquarters or active permanent delegation in the Balearic Islands may be beneficiaries, provided that their statutory purpose includes social services and family care activities, they are up to date with tax and Social Security obligations, and they do not fall under the prohibitions of the subsidy regulations. For lines 2 and 3, registration in the Census of Third Sector Social Action Entities of the Balearic Islands is required.

The instructing body is the General Directorate of Families, Childhood, Youth, Diversity and Equality, and the resolution corresponds to the counselor. An Evaluation Commission composed of a president, members of the department, and two technicians from the general directorate evaluates the projects. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal before the High Court of Justice of the Balearic Islands within two months.

The call combines urgent processing with the 100% advance payment of the grant, two elements aimed at ensuring that third-sector entities can start programs without waiting for treasury funds. For the families and young people served, the funding arrives at a time of pressure on social services and covers both socio-educational and psychological support as well as the basic needs of young people living without family support.
