Ezcabarte reclassifies land in Eusa to build a new dwelling.

The Directorate-General for the Environment of the Government of Navarra has issued the strategic environmental report that allows the reclassification of parcel 240 of polygon 11 of Eusa, in the municipality of Ezcabarte, from non-urbanizable land to unconsolidated urban land. Resolution 335E/2026, of 4 May, signed by the Director General Ana Bretaña de la Torre, is published in the Official Gazette of Navarra number 161, of 17 August 2026, and concludes that the modification of the General Municipal Plan has no significant environmental effects.

The modification, promoted by José Antonio Gorriz Idoate, was initially approved by the City Council of Ezcabarte on 28 August 2025 and subjected to public information through an announcement in the Official Gazette of Navarra number 202, of 9 October 2025. The file includes the report and graphic documentation of the modification of the plan.

A parcel that is added to the adjacent one

The purpose of the modification is the reclassification of cadastral parcel 240 of polygon 11 of Ezcabarte (Eusa), which changes from non-urbanizable land to unconsolidated urban land in order to add its area to the adjacent urban parcel, 239 of the same polygon, for the purpose of building a dwelling. The technical data of the area are as follows:

  • Affected area: 204.67 square metres, located to the south of the urban centre of Eusa and adjoining it.
  • The reclassification gives continuity to the urban land and forms a more homogeneous urban area, according to the graphic annex of the resolution.
  • Land of moderate slope, currently occupied by a landscaped green area.

No significant environmental impacts

The strategic environmental report, processed through the simplified procedure, does not identify any notable elements of value on the land, so no significant environmental impacts are anticipated. The Biodiversity and Fisheries Management Service has reported that the simplified strategic environmental assessment procedure has been carried out properly and considers that the modification of the general municipal plan of Ezcabarte in the area of parcel 240 of polygon 11 of Eusa does not generate environmentally significant impacts.

The resolution is issued in exercise of the powers conferred by article 32 of Foral Law 11/2019, of 11 March, on the Administration of the Foral Community of Navarra and the Foral Institutional Public Sector, as well as by Foral Decree 10/2023, of 17 August, on departmental structure, and Foral Decree 255/2023, of 15 November, on the organisational structure of the Department of Rural Development and Environment. The decision sets out three sections.

  • Issue the strategic environmental report for the modification, considering that it has no significant environmental effects.
  • Publish the resolution in the Official Gazette of Navarra.
  • Notify the resolution to the Urban Planning Section and to the Ezcabarte City Council for the appropriate purposes.

The resolution, dated in Pamplona on May 4, 2026, paves the way for the municipality in the Pamplona region to complete the urban planning processing of the plot and allow the construction of the planned dwelling. The favorable environmental ruling constitutes a precedent of local interest by facilitating, through a specific modification of the planning, the addition of a small rural area to the urban core of Eusa without subjecting it to an ordinary environmental assessment procedure.
