Extremadura begins the revocation of aid for five young farmers

The Regional Ministry of Agriculture, Livestock and Natural Environment of the Junta de Extremadura has initiated the revocation procedure for the establishment grants for young farmers granted under Decree 56/2023, of May 24, due to the failure to submit the corresponding payment requests. The initiation agreement and the opening of the hearing process, adopted by resolution of the Director General of Community Agricultural Policy, are published in the Official Gazette of Extremadura number 186, of September 25, 2026, with reference 2026081554.

Decree 56/2023, of May 24, establishes the regulatory bases and application rules for the system of establishment grants for young farmers in the Autonomous Community of Extremadura, as well as the first call for the 2023 financial year. Article 15 allows notifications and communications to be carried out through the publication of an announcement in the Official Gazette of Extremadura, in order to provide greater effectiveness to the relationship with the applicants.

Article 24.1 of the aforementioned decree obliges the beneficiary to communicate the payment request once the actions and expenses planned for the initial year of the Business Plan have been carried out and, in any case, within 15 days following the expiration of the established deadline. Paragraph 4 of the same article provides that, once the justification period has elapsed without submission, the instructing body shall require the beneficiary to submit it within a non-extendable period of ten business days; failure to submit or insufficient justification leads to the revocation of the granting resolution.

Initiation Agreement and Hearing Process

In the files whose holders are listed in the annex, the aforementioned deadlines have elapsed without the corresponding payment requests having been submitted. Therefore, the interested parties are notified of the agreement to initiate the revocation procedure for the grants and the opening of a hearing process, adopted by resolution of the Director General of Community Agricultural Policy.

Interested parties may access said agreement through the individual notification processed via the LABOREO platform (https://laboreo.juntaex.es/) and submit the required documentation through the ARADO platform (https://aradoacceso.juntaex.es/), provided they have a digital certificate or electronic ID (DNIe). The announcement was signed in Mérida on September 16, 2026, by the Head of the Structural Grants Service, Antonio Jesús Pi Pérez.

The Five Affected Holders

The annex of the announcement lists five file holders to whom the initiation agreements and hearing processes for the revocation of the establishment grant for young farmers are communicated:

Deadlines and consequences

The procedure is based on the failure to comply with the obligation to justify the subsidy: there is no record of the submission of the payment request required by Article 24 of Decree 56/2023, of May 24. The regulation establishes a prior requirement with a non-extendable deadline of ten business days and links the failure to submit the justification, or its insufficiency, directly to the revocation of the granting resolution.

The opening of the hearing process grants the listed individuals the possibility to make allegations and provide documentation before the procedure is resolved. Individual notification is channeled through LABOREO and the submission of documents through ARADO, which requires a digital certificate or electronic ID.

The revocation of these subsidies affects beneficiaries of the 2023 call for the aid scheme for the establishment of young farmers, a line aimed at facilitating incorporation into the agricultural sector in the Autonomous Community of Extremadura. The publication of the announcement in the Official Gazette of Extremadura replaces individual notification for legal purposes, meaning that interested parties must be attentive to the deadlines so as not to definitively lose the granted aid.
