Extremadura increases the regional subsidy for agricultural insurance to 45%

The Junta de Extremadura is increasing the regional subsidy applied to the state aid for the contracting of combined agricultural insurance from 40% to 45%, and up to 75% in the case of Module 3 cherries. This is done through Decree 166/2026, of September 22, published in the Official Gazette of Extremadura number 187, on Monday, September 28, 2026, in section I of General Provisions (official reference 2026040210). The measure has retroactive effect from January 1, 2026, and benefits all Extremaduran farmers and livestock breeders who have formalized policies.

The framework: from the budget extension to the new decree

The text modifies Decree 165/2025, of December 2, for the promotion of the contracting of combined agricultural insurance and the call for the 2026 annual period, whose article 6 set the regional subsidy at 40% of the state subsidy amount for all lines, and at 60% for policies under Module 3 of line 317 of the cherry farm insurance.

That regime remained in force because Law 2/2026, of August 3, on the General Budgets of the Autonomous Community of Extremadura for 2026, was not published until August 4, 2026. Until then, the eighth additional provision of Law 1/2024, of February 5, on the General Budgets of the Autonomous Community of Extremadura for 2024, remained extended.

The new regional law, in its sixth additional provision, increased the percentages with retroactive effect from January 1, 2026, and ordered the urgent processing of an additional provision to Decree 165/2025 to apply them to policies already contracted. Decree 166/2026 fulfills this mandate through a new third additional provision.

The new percentages

• General regional subsidy: 45% of the state subsidy amount granted for the contracting of combined agricultural insurance, for all lines.
• Cherry (Module 3 of line 317): 75% of the net basic commercial premium, minus the amount of the state subsidy.
• Timeframe: all policies contracted since January 1, 2026, inclusive.
• Previous percentages: 40% general and 60% for cherries.

AGROSEGURO will pay the differences before November 1

The decree details the obligations of AGROSEGURO, SA, which will apply the new subsidy without taking into account the surcharges of the policies contracted between January 1 and August 4, 2026, using the status of the contracts as of the date of issuance of the certification as a reference.

• It shall inform the beneficiary individuals and entities of the grant amount.
• It shall pay the amounts in full via bank transfer starting 10 days after the publication of the decree in the DOE and always before November 1, 2026.
• It shall certify, by means of a digitally signed document, before November 15, 2026, that the payments have been made to the account listed in the policy.
• The certification shall include the NIF, first and last names or corporate names, policy references, grant amounts applied before and after applying the higher percentages, the amount paid, and the payment date.

All of this without prejudice to the collaboration agreement between the Regional Ministry of Agriculture, Livestock and Natural Environment —formerly the Regional Ministry of Agriculture, Livestock and Sustainable Development— and AGROSEGURO, SA, and the provisions of Article 16 of Decree 165/2025.

Entry into force

The decree enters into force on the day following its publication in the DOE, that is, on September 29, 2026. The head of the Regional Ministry of Agriculture, Livestock and Natural Environment is authorized to issue the necessary provisions for its development. The text was signed in Mérida on September 22, 2026, by the regional minister Juan José García García and the president of the Junta de Extremadura, María Guardiola Martín, following the deliberation of the Government Council in its session on that same day.

The increase arrives with the agricultural year already well underway and with thousands of policies formalized under the previous percentage, so the increase not only improves future aid but also returns money already paid by the insured. For cherry farms, the jump to 75% of the net base premium makes Extremadura one of the communities with the highest regional support for this crop, in a context of increasing exposure to climate risks.
