Extremadura declara de utilidad pública el soterramiento eléctrico de Nuñomoral

The Official Gazette of Extremadura publishes this Thursday, October 1, 2026, the resolution by which the undergrounding of a section of the Vegas de Coria power line and the replacement of the Nuñomoral (Cáceres) transformation center are specifically declared of public utility. The decision corresponds to the Industrial, Energy and Mining Planning Service, under the Ministry of Industry, Energy, Science and Territory of the Regional Government of Extremadura, and is dated September 16, 2026. The declaration enables the compulsory expropriation of the land necessary to execute the works.

The resolution, with official reference 2026062439 and file AT-9756, responds to the request submitted on February 12, 2026, by i-DE Redes Eléctricas Inteligentes, SAU, located at Periodista Sánchez Asensio, 1, Cáceres. The same bulletin includes, under reference 2026062438, the parallel resolution granting the company the prior administrative authorization for the installations.

The procedure was processed in accordance with Law 24/2013, of December 26, on the Electricity Sector, and Title VII of Royal Decree 1955/2000, of December 1, as well as Decree 221/2012, of November 9. The project is not subject to environmental assessment, and no objections were presented during the public information process.

Previous publications and procedures

The public information of the project was disseminated in several media:

  • Official Gazette of Extremadura: April 29, 2026.
  • Official State Gazette: May 14, 2026.
  • Official Gazette of the Province of Cáceres: May 7, 2026.
  • Periódico Extremadura: May 6, 2026.
  • Notice board of the town hall of the affected municipality: April 27, 2026.

The company accepted the technical conditions formulated by the public administrations and the public service or general interest companies consulted during the processing of the file.

Technical characteristics of the action

The authorized installations declared of public utility comprise:

  • Two new medium-voltage underground lines with HEPRZ1 12/20 kV 3x(1x240) mm² conductor, with a total length of 0.501 kilometers, from pole 2054 to the transformation center and connection with existing lines.
  • Two low-voltage lines for connection with existing ones, 0.161 kilometers long and section XZ1 (S) 0.6/1 kV 3x240/150 Al.
  • Relocation of the transformation center CTIA “Nuñomoral” no. 140300470 in a prefabricated booth, with the replacement of the existing 400 kVA transformer with a 630 kVA adjustable one and remote-controlled CNE-SF6-2L+1P cells.
  • Location on municipal land of Avenida Extremadura (road CC-135) and on a private plot with cadastral reference 3868904QE3736N.
  • Dismantling of 235 linear meters of the current overhead line, the intermediate poles, and the gantry supporting the transformation center.

Effects on owners and appeal process

The declaration of public utility implies the need for the occupation of assets or the acquisition of affected rights and entails urgent occupation for the purposes of Article 52 of the Law of December 16, 1954, on Compulsory Expropriation. The company is obliged to comply with Law 24/2013 and to adhere to the submitted project, without the resolution replacing municipal licenses or permits from other agencies.

The resolution does not end the administrative process: an administrative appeal (recurso de alzada) may be filed against it before the General Directorate of Industry, Energy, and Mines within a period not exceeding one month, in accordance with Law 39/2015, of October 1. The document is signed by Juan Francisco Lemus Prieto, head of the Industrial, Energy, and Mining Planning Service.

The measure unlocks works that replace an overhead line with an underground layout and increase the capacity of the transformation center, which directly affects the owners of the involved lands and the quality of the electricity supply of Nuñomoral and its surroundings.
