Extremadura creates the electronic seal for Industry, Energy, and Mines

The Regional Ministry of Economy, Employment and Digital Transformation of the Junta de Extremadura has created the “Electronic Seal of Industry, Energy and Mines JuntaEx”, an electronic signature system intended for automated administrative action. This is established by the Resolution of August 24, 2026, signed by Minister Guillermo Santamaría Galdón, published in the Official Gazette of Extremadura number 169, of September 1, 2026 (reference 2026062214).

The measure digitizes the procedures of the Directorate General of Industry, Energy and Mines, which depends on the Regional Ministry of Industry, Energy, Science and Territory, and affects companies and citizens processing files in the sector. The seal will allow certain administrative acts to be issued entirely by electronic means, without the direct intervention of a public employee.

Regulatory Framework

The resolution is based on Law 40/2015, of October 1, on the Legal Regime of the Public Sector, which regulates the use of electronic seals and automated administrative action in its articles 40, 41, and 42. At the regional level, Decree 225/2014 on the legal regime of electronic administration of Extremadura allows both signature systems and stipulates that the creation of seals be carried out by resolution of the head of the competent Regional Ministry.

Competence in technological policy and electronic administration corresponds to the Regional Ministry of Economy, Employment and Digital Transformation, according to Decrees 11/2026 and 18/2026 of the President, which reorganized the structure of the regional Administration.

Technical Characteristics

The seal complies with the National Interoperability Framework, approved by Royal Decree 4/2010, and the Electronic Signature and Certificates Policy of the General State Administration. Its main features are:

• Responsibility for its use lies with the Directorate General of Industry, Energy and Mines.
• Certificate verification is carried out through the VALIDe service of the certificate validation platform of the General State Administration, accessible from the corporate electronic office of the Junta de Extremadura and at the address https://valide.redsara.es/valide.
• It can be used as a signature system for automated actions and as an identification system for public administrations.

Scope of Application

The seal shall be used in the automated administrative actions determined by the competent governing body, which must communicate them to the governing center for process automation and administrative simplification. The definition of specifications, programming, and maintenance is the responsibility of the electronic administration governing center, while the supervision, quality control, and auditing of the system fall to the center competent in privacy and information security.

For the purposes of challenge, automated actions shall be understood as issued by the bodies competent to resolve the procedures in which they occur. The resolution, signed in Mérida on August 24, 2026, takes effect from the day of its publication in the official bulletin and will also be published on the electronic office of the Junta de Extremadura.

With this step, the Extremaduran administration advances in the digitalization of industrial, energy, and mining files, reducing deadlines and in-person procedures for companies and citizens of the sector.
