Extremadura convoca 261.440 euros para los ayuntamientos del entorno de Monfragüe

The Regional Ministry of Agriculture, Livestock and Natural Environment of the Junta de Extremadura has announced the grants destined for the city councils of the Socio-Economic Influence Area of the Monfragüe National Park for the 2026-2027 period, with an initial allocation of 261,440 euros. The call is published via the Resolution of October 22, 2026, of the General Secretariat, in the Official Gazette of Extremadura (DOE) No. 213, of November 5, 2026 (official reference 2026062698), along with the extract 2026062789 (BDNS: 938662). The deadline for submitting applications ends on November 15, 2026.

Regulatory bases and granting regime

The aid is governed by Decree 284/2015, of October 16, published in DOE No. 204, of October 22, 2015, which establishes the regulatory bases for these grants, and by Royal Decree 1229/2005, of October 13, which regulates public subsidies charged to the General State Budgets in the socio-economic influence areas of national parks. The framework is completed by Law 30/2014, of December 3, on National Parks, and by Law 1/2007, of March 2, declaring the Monfragüe National Park.

The procedure is one of direct granting through an open call, as provided for in Article 29 of Law 6/2011, of March 23, on Subsidies of the Autonomous Community of Extremadura. The resolution justifies the absence of competitive bidding on the grounds that the area is composed of 14 city councils “established by law and not subject to modifications,” and that the distribution is calculated using objective criteria of area and population.

The processing is the responsibility of the Nature Conservation and Protected Areas Service of the General Directorate of Hunting, Fishing, Aquaculture, Bullfighting and Natural Environment, and the resolution must be issued by the head of the General Secretariat within a maximum period of three months from the submission of the application. The amount is financed through transfers from the National Parks Autonomous Body.

Distribution by annual installments and limit per project

The credit is distributed over two annual installments, in accordance with Article 4.2 of Royal Decree 1229/2005:

  • 2026 Installment: 78,432 euros, charged to budget application 12013.354A.76000.
  • 2027 Installment: 183,008 euros, of which 173,008 euros correspond to application 12013.354A.76000 and 10,000 euros to 12013.354A.46000.

The expenditure project is 20200124, titled “Socio-economic compensations to the socio-economic area of influence of the Monfragüe National Park.” The maximum amount for a single project, summing all annual installments, is 200,000 euros. Each city council is entitled to an individualized amount based on its weight in surface area and population, using the formula Final Amount = (P/100) × total credit: the surface area of the municipality included in the park and half of the declared Peripheral Protection Zone score alongside the municipal census, and municipalities with no surface area within the park receive a base valuation of 2 points.

What can be financed and who can apply

The beneficiaries may be the city councils of the municipalities in the area, which are fourteen, all from the province of Cáceres:

  • Malpartida de Plasencia, Serradilla, Torrejón el Rubio, Jaraicejo, Toril, Serrejón, and Casas de Miravete, with surface area within the park.
  • Casas de Millán, Deleitosa, Casatejada, Saucedilla, Mirabel, Higuera, and Romangordo, without surface area inside the park but included in the area of influence.

Eligible for subsidies are investments in the modernization of urban, peri-urban, and rural infrastructure; the conservation or restoration of natural and architectural heritage; the elimination of impacts on the values that justified the declaration of the park, including the visual impact of pre-existing infrastructure; the compatibility of traditional uses, and outreach and training activities for the local population. Initiatives expressly provided for in the municipal Agenda 21 are also permitted. Current expenses, financial expenses, protocol, maintenance or accommodation—except for collective transport on field trips—contingencies, and the acquisition of buildings and land are excluded.

Requirements include being up to date with the Treasury, Social Security, and the regional Treasury, not having been subject to a final sanction in the last five years for an environmental infringement, and not having waived or failed to justify 50% or more of a subsidy in either of the two previous calls. Each interested party may only submit one application, electronically through the General Electronic Registry of the headquarters of the Junta de Extremadura.

Execution and control deadlines

The application period extends from the day following the simultaneous publication of the resolution and the summary until November 15, 2026, and may close earlier if the funds are exhausted. Expenses are eligible for subsidies from January 1, 2026, and the execution and justification may not exceed November 15, 2027, with the possibility of an exceptional and reasoned extension not exceeding half of the granted period. The granting resolution does not exhaust the administrative route and is subject to an appeal for reversal (recurso de alzada) before the head of the Department within one month.

The call arrives with a very tight schedule: city councils in the Monfragüe area have ten days from publication to formalize their projects under a line that compensates for the park’s conservation limitations and which, in this edition, concentrates 70% of the credit in the 2027 fiscal year, conditioning the planning of investments that must be executed and justified in barely twelve months.
