Extremadura grants 46,000 euros to the UEx for scholarship management

The Department of Education and Vocational Training of the Regional Government of Extremadura has granted a direct subsidy, without a prior call for applications, of 46,000 euros to the University of Extremadura (UEx) to finance the program “UEx. Management of university scholarships and grants” during the year 2026. The grant is formalized through the Resolution of July 30, 2026, of the General Directorate of Universities, published in the Official Gazette of Extremadura (DOE) no. 174, dated September 9, 2026, with reference 2026062259.
The resolution, signed by the Director General of Universities, Esther A. Muñoz Baquero, by delegation of the Secretary General, is part of the collaboration that the Regional Government maintains with the UEx for the management of scholarships called by the Ministry of Education, Vocational Training and Sports. The application was submitted on July 1, 2026, by Enrique Pandiella Hevia, Vice-Rector for Economic Affairs of the UEx, for the 2026 annual period.
Justification for the direct grant
The subsidy is granted through the direct award procedure under articles 22.4.c) and 32.1.a) of Law 6/2011, of March 23, on Subsidies of the Autonomous Community of Extremadura. The reason is that it is not possible to promote public competition, given that the University of Extremadura is the only institution providing the public higher education service within the scope of the Autonomous Community.
The funding is allocated to budget application 13010 222D 43200, charged to the General Budgets of the Autonomous Community for 2024, extended for the 2026 financial year. The amount will be paid in two installments of 50 percent:
- A first payment of 23,000 euros, once the resolution has been notified and expressly accepted.
- A second payment of 23,000 euros, subject to the prior justification of 50 percent of the subsidy.
Destination of funds
The aid will finance the temporary incorporation of administrative support staff into the structure of the Scholarships and Official Master’s Service, which will be integrated into the work teams of Badajoz and Cáceres under the supervision of the Head of Scholarships and Official Master’s. The planned functions include:
- Study and verification of scholarship applications and the documentation submitted.
- Management of applications through computer applications and typing of documents.
- Access and verification of data in databases.
- Filing and auxiliary support work in administrative files.
- Guidance and information to the public regarding requirements, deadlines, and procedures.
Expenses must be incurred between January 1 and December 31, 2026, and the supporting documentation must be submitted before January 31, 2027. The UEx, with NIF Q-0618001B, is exempt from providing guarantees as it is a public sector entity.
Monitoring and Control
A Monitoring Commission will be created, composed of representatives from the Junta de Extremadura and the University of Extremadura, which will oversee the execution and resolve interpretation queries. The grant will also be published in the Grants Portal and the Transparency Portal of the Junta de Extremadura, in accordance with Open Government regulations.
The measure guarantees equal opportunities in access to university and in the continuity of studies, in line with the provisions of Organic Law 2/2023, of March 22, on the University System, which recognizes the subjective right of students to access scholarships and study grants regardless of their economic capacity or place of residence.
