Extremadura authorizes the Aleta 23 photovoltaic plant in Cáceres

Extremadura autoriza la planta fotovoltaica Aleta 23 en Cáceres

The General Directorate of Industry, Energy and Mines of the Regional Government of Extremadura has granted prior administrative authorization to the company VLT Renovables III, SL for the photovoltaic installation “Aleta 23” and its electrical energy evacuation infrastructure, located in the municipality of Cáceres. The resolution was signed on September 16, 2026, and published in the Official Gazette of Extremadura (DOE) No. 187, dated September 28, 2026, under official reference 2026062414. The project is being processed under file GE-M/05/24.

A plant of 4,480 kW and 7,644 bifacial panels

The authorization covers an installed capacity of 4,480 kW, consisting of 14 inverters of 320 kW power each at 40 ºC and 7,644 bifacial photovoltaic panels of 715 W mounted on single-axis trackers. The installation will feature a transformation center CTX-1 of 5,000 kVA (0.8 kV/10-35 kV) and a single-story control and warehouse building, from which access will be managed and the operation, production, and alarms of the solar plant will be monitored.

The plots affected by the solar generation are plots 7 and 9018 of polygon 16 in the municipality of Cáceres. The total material execution budget of the project amounts to 2,393,506.36 euros.

Underground evacuation to Los Arenales

The energy will be evacuated via an underground line of 30 kV and 1,813.90 meters in length, which will connect the transformation center CTX-1 with the step-up substation “Otero 30/45 kV”, which is the subject of another project (file GE-M/08/24). From there, the shared connection infrastructure will lead to the “Los Arenales 45 kV” substation, owned by i-DE Redes Eléctricas Inteligentes, SAU.

The layout of the line affects plots 7 and 9018 of polygon 16 in Cáceres and plots 21, 22, 9007, and 9010 of polygon 12 in the municipality of Casar de Cáceres.

Background and environmental impact statement

The initial application was submitted by Enigma Green Power 3, SLU on May 15, 2024, the date on which file GE-M/05/24 was opened. On December 4, 2024, ownership passed to VLT Renovables III, SL, a company with CIF B04931887 and registered office at calle Princesa no. 17, 4th floor, Madrid, which completed the documentation on September 4, 2026.

The public information process ended on July 10, 2025, with no allegations presented, and the affected administrations, agencies, and public service companies expressed no opposition. The General Directorate for Sustainable Management and Forest Policy formulated the environmental impact statement on July 15, 2026, published in DOE No. 151, of August 6, 2026, which concludes that the project is viable from an environmental standpoint and is not likely to significantly affect the Natura 2000 Network.

The resolution is based on Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations. Royal Decree 997/2025, of November 5, in force since November 7, 2025, which modifies the definition of installed capacity, is also applicable.

The authorization is granted without prejudice to third parties and safeguarding private rights, and independently of the municipal, provincial, or other licenses or permits necessary to execute the works. It does not exhaust administrative remedies: an administrative appeal (recurso de alzada) may be filed before the Regional Ministry of Industry, Energy, Science, and Territory within one month from the day following its notification.

The green light for “Aleta 23” adds a new large-scale solar park to the surroundings of Cáceres and Casar de Cáceres, with an evacuation line that shares infrastructure with another project and connects to the i-DE distribution network. The file reflects the growing weight of regional processing for renewables in Extremadura, where prior authorization requires passing public information, consultations with affected administrations, and an environmental impact statement before starting construction.
