Extremadura opens two million in grants for equipment in small municipalities
Por FactBox Admin

The Governing Council of the Junta de Extremadura approved Decree 172/2026, of October 13, which establishes the regulatory bases for subsidies destined for municipalities and smaller local entities for the acquisition of equipment and the improvement of municipal public buildings, and approves its first call for applications. The regulation is published in the Official Gazette of Extremadura (DOE) number 203, of October 21, 2026, within section I of General Provisions (official reference 2026040220), accompanied by the summary of the call (2026040222) and the identification number in the National Subsidies Database 936209.
The decree is based on the diagnosis of a community with a “wide presence of small-population municipalities,” high territorial dispersion, demographic aging, and smaller local entities with limited economic and technical capacity to undertake investments in equipment and facilities. The Junta de Extremadura frames this line of aid within Law 3/2022, of March 17, on measures against the demographic and territorial challenge, and Law 3/2019, of January 22, on the guarantee of municipal autonomy.
The funding comes from the Autonomous Community’s own funds, charged to Law 2/2026, of August 3, on the General Budgets for 2026 (DOE no. 149, of August 4), under expenditure project 20260149 “Support for equipment and improvement of public buildings” and budget application 220060000G/115B/76000.
Two million over two annual installments and 30,000 euros per entity
The total allocation amounts to 2,000,000 euros, divided as one million in 2026 and another million in 2027. The subsidy can cover up to 100% of the cost of the action, with a ceiling of 30,000 euros per beneficiary entity, and is paid via a single payment following the granting resolution, without requiring guarantees for advance payments.
The decree allows for the expansion of the credit by up to 20% of the initial amount if budget availability exists, without the need to open a new call. According to the text, the individual limit seeks to avoid the concentration of resources and increase the number of municipalities served.
What is financed and what is excluded
Entities that carry out any of the following actions may be beneficiaries:
- Acquisition of movable and tangible assets destined for local public services, with a useful life of more than one year, including transport, assembly, installation, and commissioning.
- Execution of works and tasks in buildings, constructions, and facilities owned by the local entity assigned to public services or local competencies.
The following expenses, among others, are expressly excluded from the subsidy:
- The purchase of land and real estate and recoverable taxes.
- Ordinary operating expenses: telephone, electricity, water, cleaning, insurance, or payroll.
- Projects, reports, site management, technical assistance, and consultancies.
- Works on rural roads, channeling of streams outside the urban area, and telecommunications antennas or repeaters.
One-month deadline and electronic application
The submission period begins the day after publication and extends for one month. Each entity may submit a single application, which may group several actions, exclusively electronically through the procedure file enabled on the associated electronic office of the Junta de Extremadura.
The documentation requires the standardized application form (Annex I.A), a certificate from the entity’s secretary regarding competence and ownership (Annex I.B), and the project report (Annex II). Expenses must be executed and paid before December 31, 2027, and inventoriable assets must be allocated to public service for five years (two years for the rest).
Direct grant on a first-come, first-served basis
The procedure is one of direct grant through an open call, without comparison or competitive priority between applications: grants are awarded in strict order of submission until funds are exhausted. The organization and instruction correspond to the General Directorate of Local Administration, and the resolution to the head of the General Secretariat of the Vice Presidency and Ministry of Presidency, Coordination of Government Action, Interior and Emergencies, within a maximum period of three months, with a negative administrative silence.
The grants are compatible with other subsidies provided that the sum does not exceed the cost of the action. Justification is carried out between 6 and 18 months after the resolution through certification by the local auditing body (Annex III). The decree enters into force the day after its publication, and a contentious-administrative appeal may be filed against the call before the High Court of Justice of Extremadura within two months.
The regulation signed by Vice President Abel Bautista Morán and President María Guardiola Martín arrives when most Extremaduran municipalities face the end of the fiscal year with tight budgets: the 30,000 euros per entity allow for the renewal of machinery, furniture, or computer equipment and the undertaking of minor works in public buildings without resorting to debt, although the first-come, first-served distribution rewards entities with greater technical capacity to prepare the documentation quickly.
