Extremadura opens public hearing to modify the agricultural insurance decree

The General Secretariat of the Department of Agriculture, Livestock and Natural Environment of the Regional Government of Extremadura has opened a public hearing and information period for the amendment of Decree 165/2025, of 2 December, which regulates the promotion of agricultural insurance contracting in the autonomous community. The opening was agreed on 12 August 2026 and was published in the Official Gazette of Extremadura number 158 of Monday 17 August 2026, under reference 2026062154.
The procedure is being processed under the urgent procedure, supported by the Agreement of 11 August 2026 of the General Secretariat itself. This procedural acceleration is based on Articles 39.4.b) of Law 4/2022, of 27 July, on administrative rationalisation and simplification of Extremadura, 7 and 40 of Law 4/2013, of 21 May, and 66.3 of Law 1/2002, of 28 February, on the Government and Administration of the Autonomous Community of Extremadura. The original decree was approved in December 2025 to encourage the contracting of agricultural policies among farmers and livestock farmers in the region.
Public participation period
The resolution grants a period of seven working days, counted from the day following publication in the DOE, for natural or legal persons to examine the text of the draft decree and submit proposals, suggestions, recommendations, observations or allegations. In other words, the period began on 18 August and extends until next Monday, 24 August 2026.
In addition, the draft decree will be available for in-person inspection from 10:00 a.m. to 2:00 p.m. at the offices of the Directorate General of Agriculture and Livestock, specifically at the Agricultural and Livestock Production Service of the Department, located at avenida Luis Ramallo, s/n, in Mérida.
Channels enabled for participation
Interested parties may submit their allegations and observations by any of the means provided for in Article 16.4 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations. The options are:
- Email to the address producción.agraria@juntaex.es.
- Through the personalised area “miespacio” of the Single Access Point to Information of the Regional Government of Extremadura, via the portal www.juntaex.es.
- Direct submission at the registry of the aforementioned office in Mérida.
The signatory of the resolution
The resolution was signed on August 12, 2026, by Miguel Gutiérrez Creus, Secretary General of the Department of Agriculture, Livestock and Natural Environment and Director General of the Common Agricultural Policy, appointed by Resolution of May 12, 2026, published in the DOE number 94, of May 19, 2026. He is the highest authority responsible for agri-food policy in Extremadura.
Relevance for the Extremaduran primary sector
The amendment to Decree 165/2025 directly affects farmers and livestock farmers in Extremadura who benefit from aid for taking out agricultural insurance policies. Promoting these policies is a key tool for protecting the primary sector against climate, weather and health risks, particularly relevant in a community with a strong agricultural and livestock vocation such as Extremadura. The urgent processing indicates the administration’s intention to adapt the regulatory framework to the current needs of the sector without delay.
