Extremadura opens public hearing for job guidance grants for youth and disability

The General Secretariat for Employment of the Junta de Extremadura has agreed to open the hearing and public information process for the draft decree establishing the regulatory bases for the granting of subsidies for employment guidance and employability improvement, with three specific calls for the 2026 financial year. The resolution, signed on August 20, 2026, is published in the Official Gazette of Extremadura (DOE) number 163, dated August 24, 2026, with official reference 2026062184.

The process is open for an abbreviated period of 8 business days, counting from the day following the publication in the gazette, so that any interested natural or legal person may examine the text of the draft. The decision is adopted under article 66.3 of Law 1/2002, of February 28, of the Government and Administration of the Autonomous Community of Extremadura.

Three programs for three groups

The draft decree organizes the first call of three labor guidance programs aimed at groups with special insertion difficulties:

• NORA Program, aimed at people with disabilities.
• PROYECTA 19-29 Program, aimed at young people between 19 and 29 years old.
• PROYECTA 16-18 Program, aimed at young people between 16 and 18 years old.

The three calls correspond to the 2026 financial year and are part of the regional strategy for employability improvement, with special attention to the most vulnerable groups in the Extremaduran labor market.

Urgent processing and prior consultation

The Employment Guidance and Intermediation Service of the SEXPE has issued a report justifying reasons of public interest that advise urgency in the processing of the regulatory project and the need to shorten the ordinary period of hearing and public information.

Previously, and in compliance with article 133 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, a prior public consultation was opened via a resolution from the General Secretariat for Employment, signed by proxy by the Director General of Labor and Business Intermediation on August 11, 2026, for a period of 8 calendar days, without any allegations being presented during said process.

The draft decree is available to interested parties on the Transparency Portal of the Junta de Extremadura, at the address https://www.juntaex.es/tuatencion/participacion. The resolution is signed in Mérida by the Secretary General of the Extremaduran Public Employment Service, Nicolás Macías Manzanedo.

The opening of this procedure represents a decisive step for people with disabilities and young people in Extremadura to access guidance and employability improvement itineraries funded by public funds, in a context where the labor insertion of these groups is positioned as one of the priorities of regional employment policy.
