Extremadura opens public hearing for the decree-law on cherry and cereal aid
Por FactBox Admin

The Junta de Extremadura has opened the hearing and public information process regarding Decree-law 6/2026, of October 27, which regulates extraordinary aid for cherry farms affected by adverse weather conditions and emergency aid for cereal and beekeeping farms due to the increase in costs derived from the crisis in the Middle East. The decision was adopted by the General Secretariat of the Department of Agriculture, Livestock and Natural Environment through a resolution dated November 3, 2026, published in the Official Gazette of Extremadura (DOE) no. 213, of November 5, 2026, with the official reference 2026062811. The deadline is seven business days from the day of publication.
The process is based on articles 65.1 and 66.3 of Law 1/2002, of February 28, of the Government and Administration of the Autonomous Community of Extremadura, and is convened prior to the validation of the decree-law by the Assembly of Extremadura, “if applicable,” according to the official text. The regulation is not new to the citizen: DOE no. 210, of October 30, 2026, had already published it in full, and the resolution now disseminated expressly recalls this fact.
The decree-law addresses three productive fronts of the Extremaduran countryside—cherry, cereal, and beekeeping—and adds an amendment to Law 6/2015, of March 24, the Agrarian Law of Extremadura, which expands its scope beyond direct subsidies. Allegations may be submitted by any natural or legal person, in accordance with article 16.4 of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations.
Seven business days and expedited processing
The seven-business-day period is calculated from the day of the resolution’s publication in the DOE, that is, from Thursday, November 5, meaning the participation window concludes on Friday, November 13, 2026. The resolution does not adjust the calculation for local holidays nor extend the period through any other means.
The General Secretariat justifies the expedited processing “due to the nature of the regulation,” without adding further motivation in the published text. The combination of a short deadline and the simultaneous publication of the decree-law creates a tight schedule: the decree-law entered the legal system on October 30, and citizen participation is resolved in barely a week before the regional Chamber pronounces itself on its validation.
Where to consult the regulation and how to file allegations
The department enables three participation channels:
- Email to the address sg.agmn@juntaex.es.
- Personalized area “Miespacio” of the Single Access Point for information of the Junta de Extremadura, at the address https://www.juntaex.es/tuatencion/participacion.
- In-person consultation of the decree-law at the offices of the General Directorate of Agriculture and Livestock, at avenida Luis Ramallo, s/n, in Mérida (Badajoz), from 10:00 to 14:00 hours.
The full text is likewise available at the Single Access Point via the same internet address. The resolution was signed in Mérida on November 3, 2026, by the secretary general, José María Guerrero Pérez.
The precedent of the fire decree-law
This is not the first time that the department has subjected a decree-law on agricultural aid to this express procedure. Decree-law 5/2026, of September 1, regarding extraordinary aid for the recovery of areas affected by the forest fires of the summer of 2026, followed the same path: opening of the hearing and public information via a resolution on September 9 and subsequent validation by the Plenary of the Assembly of Extremadura in the session of October 8, 2026, published in DOE no. 197, of October 13.
The Extremaduran cherry sector already had specific regulatory precedents, such as the exceptional emergency aid for sheep and cherry farms articulated through Law 2/2025, of October 2, within the framework of the European Agricultural Fund for Rural Development (EAFRD). The support line for agricultural insurance for cherries has also been reinforced this year: Law 2/2026, of August 3, on the General Budgets of the community, raised the regional subsidy to 75% of the net base commercial premium for Module 3 of line 317.
Why it matters
The procedure affects farms from three sectors widely spread across the regional territory and arrives with a tight schedule: any allegation, technical correction, or adjustment in the scales must be submitted before November 13 or wait for the parliamentary processing. For producers, the simultaneous publication of the decree-law and the opening of the hearing means that the conditions for accessing the aid are already available for consultation, although their practical application will be conditioned by the resolution of the Assembly of Extremadura.
