Extremadura opens allegations period for the agricultural subsidies decree for local entities

The Junta de Extremadura has opened the public hearing and information process for the draft Decree establishing the regulatory bases for subsidies intended for local entities to complement the aid from the State Public Employment Service (SEPE) for the hiring of workers covered by the Agreement for Employment and Social Protection in Agriculture (AEPSA). The measure was agreed upon by the General Secretariat of the Vice Presidency and Ministry of Presidency, Coordination of Government Action, Interior and Emergencies through a resolution dated September 21, 2026, published in the Official Gazette of Extremadura (DOE no. 185, of September 24, 2026). Any natural or legal person has seven business days, counting from the day following publication, to examine the text and submit allegations.

Regulatory bases and first call

The draft Decree is not limited to establishing the regulatory framework: it also approves the first call for these subsidies. The stated objective is to adapt and improve the current regional regulation of complementary aid to AEPSA, reduce administrative burdens, streamline the processing and justification of aid, and coordinate them with the resolutions of the SEPE.

The resolution invokes article 66.3 of Law 1/2002, of February 28, of the Government and Administration of the Autonomous Community of Extremadura, and article 133 of Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations. The use of the abbreviated procedure is justified by the prior submission of the text for consultation and suggestions, also regulated in articles 7 and 40 of Law 4/2013, of May 21, of Open Government of Extremadura, and by the need to process the first call.

Allegations and channels of participation

The public hearing and information period is seven business days from the day following publication in the DOE. Allegations or suggestions may be submitted through any of the means provided for in Law 39/2015 or via email at dgal.presidencia@juntaex.es.

Urgent processing to avoid losing the 2026 fiscal year

The resolution argues reasons of public interest for the urgent processing of the regulatory initiative. The reason is to have the new regulatory bases with sufficient margin to guarantee the call and management of the aid in the 2026 fiscal year, for which the time margin for the execution of credits is scarce.

Those credits originate from Law 2/2026, of August 3, on the General Budgets of the Autonomous Community of Extremadura for 2026, published in DOE no. 149, of August 4. The text warns that only if the decree and its call for applications are published imminently will the Extremaduran local entities benefiting from SEPE subsidies be able to access the complementary aid from the Junta de Extremadura in a timely and proper manner. The delay, it adds, would compromise the budgetary planning and the execution of works and services of general and social interest linked to the AEPSA, to the detriment of employment in the Extremaduran rural environment.

The resolution was signed in Mérida on September 21, 2026, by the Secretary General, David González Gil.

Impact for town halls and field workers

The procedure directly affects the Extremaduran town halls that execute the AEPSA programs and the agricultural workers who adhere to this agreement. The approval of the decree determines whether local entities can supplement the SEPE state aid with regional funds and whether the works and services of general and social interest associated with the agreement are executed within the current budgetary year. The period of seven business days is, therefore, the only formal window for participation before the text continues its processing.
