Foreign Affairs awards a chancery in Nigeria through discretionary appointment

The Undersecretariat for Foreign Affairs, European Union and Cooperation has partially resolved the call for the discretionary appointment of Ministry positions through the Resolution of August 19, 2026, published in the Official State Gazette number 206, of August 22, 2026. The resolution awards a chancellor position at the Embassy of Spain in Nigeria-Abuja, with immediate effect for taking office.

The call that is now being partially resolved was announced by the Resolution of January 22, 2026 (BOE no. 29, of February 2, 2026), also from the Undersecretariat. The resolution is issued under article 20.1.c) of Law 30/1984, of August 2, on Measures for the Reform of the Civil Service, and following the processing required by article 54 of Royal Decree 364/1995, of March 10, which regulates the filling of positions for civil servants of the General State Administration.

The awarded position

The awarded position is that of chancellor (3890676) at the Embassy of Spain in Nigeria-Abuja, level 22. The awardee comes from the State Tax Administration Agency, specifically from the Special Delegation of Catalonia, in Barcelona, where they held a position of the same level.

Taking office and appeals

The regime for taking office at the new destination shall be that established in article 48 of Royal Decree 364/1995, of March 10, which implies immediate incorporation into the position abroad. The resolution, which exhausts administrative remedies, allows for an optional appeal for reversal within one month before the same body that issued it, or a contentious-administrative appeal within two months before the Contentious-Administrative Chamber of the corresponding High Court of Justice.

The resolution is signed by delegation, by virtue of Royal Decree 1184/2024, of November 28, by the Director General for Spaniards Abroad and Consular Affairs, Carolina de Manueles Álvarez, substituting for the Undersecretary.
