11 hectares of the San Luis Huamantla ejido in Tlaxcala are expropriated

The President of Mexico, Claudia Sheinbaum Pardo, signed a decree expropriating for reasons of public utility an area of 11-37-19 hectares of the “San Luis Huamantla” ejido, in the municipality of Huamantla, state of Tlaxcala, in favor of the National Institute of Sustainable Land (INSUS). The instrument was published in the Official Gazette of the Federation (DOF) on September 3, 2026, in edition number 240/2026, and entered into force on that same day.

The decree, issued at the residence of the Federal Executive Power in Mexico City on September 1, 2026, is based on articles 27 and 92 of the Constitution, the Agrarian Law, and the General Law of Human Settlements, Territorial Planning, and Urban Development. It is countersigned by President Sheinbaum Pardo and the Secretary of Agrarian, Territorial, and Urban Development, Edna Elena Vega Rangel.

An ejido with more than a century of agrarian history

The San Luis Huamantla ejido has a long history of grants and expansions since the agrarian reform. The background recorded in the decree itself includes:

• Grant of 2,292 hectares to the residents of Huamantla (1928 resolution).
• Expansion of 1,342 hectares (1937) and a second expansion of 1,685-77-78 hectares (1939).
• Third expansion of 134-00-00 hectares (1972).
• Two previous expropriations: 0-55-65.81 hectares (1993) and 5-37-29 hectares (2017).

The agrarian nucleus was registered in the National Agrarian Registry (RAN) on September 29, 1995, with ejidos and communities folio 29013001122051928R.

The destination of the expropriated area

The affected area, which is parceled, consists of 03-32-34.640 hectares of irrigated land and 08-04-84.330 hectares of rain-fed land, distributed across five parcels. The land will be used for regularization and legal titling through:

• The sale of the plots occupied by the residents.
• The sale of vacant lots to third parties who request them.
• The donation of areas necessary for equipment, infrastructure, and urban and municipal services.

The measure is part of the “Massive house titling program,” commitment number 49 of the One Hundred Government Commitments 2025-2030 and the National Development Plan 2025-2030, whose objective is to guarantee the right to adequate housing and provide legal certainty to irregular settlements.

Indemnification and procedure

The Institute for the Administration and Appraisal of National Assets (Indaabin) issued a valuation report on September 3, 2025 (sequential number 03-25-500, generic G-43148-ZNC) which set the indemnification at $1,531,709.36 (one million five hundred thirty-one thousand seven hundred nine pesos 36/100 M.N.). The payment will be borne by INSUS, and Sedatu will execute the decree once the payment has been verified.

The procedure, processed under file DGOPR-DE/SOE-29TL/0015INSUS/2019, included the consent of the ejidatarios (March 15, 2019) and notifications to the affected parties on January 20 and 21, 2021, and October 8 and 9, 2025, without any objections being presented within the ten-business-day period.

Relevance for readers

The expropriation will allow for the regularization of land tenure in human settlements of social origin, providing legal certainty to possessors and ejidatarios and facilitating their incorporation into urban development and public services. However, the decree warns that if the cause of public utility is not fulfilled or the land is used for another purpose within five years, the Fideicomiso Fondo Nacional de Fomento Ejidal may claim the partial or total reversion of the assets.
