Expropriations for the Villapérez reclaimed water: appointments in three councils
Por FactBox Admin

The Regional Ministry of Mobility, Environment and Emergency Management of the Principality of Asturias has called for the drafting of records prior to the occupation of assets and rights affected by the reclaimed water distribution infrastructure project of the Villapérez WWTP, Phase I. The call is processed via the urgent expropriation procedure and is published in the Official Gazette of the Principality of Asturias (BOPA) no. 199, dated October 15, 2026, with reference 2026-07852 and file RESP-2026-1098. The hearings will be held in the town halls of Siero, Llanera, and Gijón between October 28 and November 25, 2026.
The file originates from the resolution of the General Directorate of Water dated April 22, 2026, which approved the project for the works. Pursuant to Article 7 of Law 1/1994, of February 21, on Water Supply and Sanitation in the Principality of Asturias, the approval of hydraulic infrastructure projects implies a declaration of public utility and the need for urgent occupation of the affected assets and rights, for the purposes of compulsory expropriation, temporary occupation, and the imposition of easements. The declaration extends to the final layout of the works and to any modifications or complementary projects that may be approved thereafter.
The call is signed by the General Technical Secretariat under Article 52, paragraphs 2 and 3, of the current Compulsory Expropriation Law of December 16, 1954. The lists of owners are published in the BOPA, on the notice boards of the town halls of Siero, Llanera, and Gijón, and on the electronic announcement board of the Regional Ministry. In addition to the individual summons, the appointment will be announced in two provincial newspapers and in the Official State Gazette; this publication serves as notification to unknown or untraceable owners, according to Article 44 of Law 39/2015, of October 1.

Owners and affected assets
The announcement lists the properties by municipality and by appointment time, with more than two hundred plots identified by property number, polygon, and plot. Among the owners are government administrations and large companies:
- Cantabrian Hydrographic Confederation.
- ArcelorMittal España SA and ArcelorMittal Distribución SL.
- Siero City Council, Llanera City Council, and Gijón City Council.
- Public Land Business Entity and Casa 47 Public Business Entity.

Alongside them appear dozens of private owners and heirs, as well as plots registered as “under investigation” or “unknown.” The lands are classified by use—meadow, arable land, low scrubland, high scrubland, brush, orchard, and unproductive—and three columns of surface area in square meters are detailed: definitive occupation, temporary occupation, and aqueduct easement.
Requirements and allegations
The summoned holders must appear personally or be represented by a duly authorized person, provided with DNI (ID) and documents proving their ownership, and may be accompanied, at their own expense, by an expert and a notary. Until the moment the preliminary records are drawn up, interested parties may submit allegations for the sole purpose of correcting possible errors in the list of assets, in accordance with article 56.2 of the Regulations of the Forced Expropriation Law, before the Ministry of Mobility, Environment, and Emergency Management (street Antonio Suárez Gutiérrez, 2, 33005 Oviedo) or through the electronic office of the Principality.
The announcement is dated in Oviedo on September 22, 2026, and is signed by the Technical General Secretary.
The call opens the way to execute an infrastructure that will reuse regenerated water from the Villapérez treatment plant in central Asturias. For the owners included in the lists, it marks the beginning of the expropriation process and sets specific deadlines for appearance; for the rest of the area, it anticipates the reinforcement of the supply and the water resources available in the councils of Siero, Llanera, and Gijón.
