CSF Arco I Expropriations: the Board summons those affected

The Junta de Extremadura has summoned the owners of the estates affected by the evacuation infrastructure of the CSF Arco I photovoltaic plant to the drawing up of the records prior to occupation, the first material step of the expropriation process. The appointment appears in the Official Gazette of the Province of Cáceres number 0194, dated October 9, 2026, and affects land in Malpartida de Cáceres and Cáceres. The announcement, dated October 1, 2026, is signed by the Head of the Generation and Energy Efficiency Service of the General Directorate of Industry, Energy and Mines.

The origin of the procedure is the Resolution of August 3, 2026, from the General Directorate of Industry, Energy and Mines, which specifically declared the CSF Arco I photovoltaic installation and its evacuation infrastructure to be of public utility, under file GE-M/03/22. That resolution was published in the Official Gazette of the Province of Cáceres number 0155, dated August 14, 2026 (reference BOP-2026-3878).

Pursuant to Article 56 of Law 24/2013, of December 26, on the Electricity Sector, the declaration of public utility implies the need for the occupation of the affected assets and rights and entails urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law, of December 16, 1954. In the expropriation file EXP-AT/01/26, the company Gandasolar 16, S.L. (NIF B42772665) assumes the status of beneficiary.

The order of the record-taking is also listed on the notice boards of both city councils and will be communicated to each interested party via a summons notice, with publication for the purposes of Article 44 of Law 39/2015, of October 1.

Among the cited owners are, in Malpartida de Cáceres, Julio González Sandoval, the heirs of María Paloma Vázquez González Sandoval, Jorge Vázquez González Sandoval, Francisco Javier Vázquez González Sandoval, Carlos Vázquez González Sandoval, Marta Vázquez González Sandoval, the heirs of José María Vázquez González Sandoval, Julio González-Sandoval Casares, Pablo González-Sandoval Casares, Nuria María González-Sandoval Casares, and Felisa Casares Moreno.

In the municipality of Cáceres, those summoned include, among others, Francisco Javier Cardenal Murillo, the Asilo de Ancianos Av. Interested parties must attend in person or be represented by a duly authorized person and provide:

Documents proving their ownership.
The most recent Property Tax (IBI) receipt.
Optionally, and at their own expense, an expert and a notary.

The plant and its evacuation line

The facility declared of public utility has an installed capacity of 45,120 kW, with a control system that limits the active power injected into the grid to 42,500 kW. It comprises 141 inverters of 320 kW, 76,388 bifacial photovoltaic panels of 625 Wp, and 7 transformation centers, in addition to the SET Arco I substation, of 50 MVA.

The 45 kV evacuation line, measuring 19,533.73 meters, links the substation with the SE Cáceres, owned by I-DE Redes Eléctricas Inteligentes, S.A.U., and runs through Malpartida de Cáceres, Casar de Cáceres, and Cáceres. The total material execution budget for the project amounts to 28,834,344.93 euros.

The announcement opens the decisive procedure for the owners of these estates to determine the occupied area and the amount of compensation, with the particularity that the declaration of public utility enables urgent occupation, which reduces negotiation deadlines and transfers any discrepancy regarding the fair price to the Provincial Expropriation Jury.
