Expropiación urgente de terrenos para la fotovoltaica Arco I en Cáceres

The Regional Ministry of Industry, Energy, Science and Territory of the Regional Government of Extremadura has summoned the holders of assets and rights affected by the evacuation infrastructure of the “CSF Arco I” photovoltaic plant to the drawing up of records prior to occupation. The announcement, published in the Official Gazette of Extremadura (DOE) number 203, dated October 21, 2026, sets the appearances for November 25 and 26, 2026, at the town halls of Malpartida de Cáceres and Cáceres. The summons affects owners of rural and urban estates who must prove their ownership to the administration.

From public utility to urgent occupation

The procedure begins with the Resolution of the Directorate General of Industry, Energy and Mines, dated August 3, 2026, which declared the “CSF Arco I” photovoltaic installation and its associated electrical energy evacuation infrastructure to be of specific public utility, once the regulatory formalities were completed.

That declaration, in accordance with Article 56 of Law 24/2013, of December 26, on the Electricity Sector, implies the necessity of occupying the affected assets and rights and entails urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law, of December 16, 1954. In the expropriation file, the company Gandasolar 16, SL assumes the status of beneficiary.

The announcement is processed under file GE-M/03/22 (expropriation file EXP-AT/01/26) and was signed in Mérida on October 1, 2026, by the Head of the Generation and Energy Efficiency Service, Manuel González Ramírez.

They may be accompanied, at their own expense, by an expert and a notary if they deem it appropriate.

The order of the drawing up of minutes is displayed on the notice boards of both city councils and will be communicated to each interested party via a summons notice. The publication in the DOE also has the effects provided for in Article 44 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The summons opens the way for the beneficiary to take possession of the land necessary to evacuate the energy from the plant, such that the affected owners have just over a month to gather the documentation and appear at the indicated municipal headquarters.
