Urgent expropriation of estates to renovate the power line in Villatoro

The Territorial Service of Industry, Commerce, and Economy of Ávila, under the Regional Government of Castilla y León, has called for the drawing up of records prior to the occupation of assets and rights affected by the renovation of the 15 kV medium-voltage overhead line (L.A.M.T.) «STR 4798 Muñana-05 Casas Puerto Villatoro», in the municipal districts of Villanueva del Campillo and Villatoro (Ávila). The announcement is published in the Official Gazette of the Province of Ávila number 163, dated August 25, 2026, under file number ATLI-52.200.

The call arises from the Resolution of June 5, 2026, of the aforementioned Territorial Service, which specifically declares the public utility of the renovation project for the line between supports 711 and 754, and which was published in the Official Gazette of Castilla y León on June 19, 2026.

Legal Framework of the Expropriation

Pursuant to Article 56.1 of Law 24/2013, of December 26, on the Electricity Sector, the declaration of public utility implies the necessity of occupying the affected assets and entails their urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law of December 16, 1954. Therefore, the owners are summoned to appear at the town hall where each property is located to proceed with the drawing up of prior records and, if applicable, the final occupation record.

In the expropriation file, I-DE Redes Eléctricas Inteligentes S.A.U. shall assume the status of beneficiary.

Where and When to Appear

The drawing up of records will take place on October 28, 2026, at two municipal headquarters:

• Villatoro Town Hall, calle Calvo Sotelo, s/n, Villatoro.
• Villanueva del Campillo Town Hall, plaza Constitución, s/n, Villanueva del Campillo.

Interested parties must attend personally or be represented by a duly authorized person, providing documents proving ownership and the most recent receipt of the Property Tax (IBI), and may be accompanied, at their own expense, by an expert and/or notary.

Affected Properties

The annex of the announcement lists the properties subject to occupation:

• Property 4, unknown owner, in Villatoro (polygon 1, plot 60002), at 10:00 AM.
• Property 14, heirs of Amparo Sánchez Hernández, in Villanueva del Campillo (polygon 509, plot 232), at 10:30 AM.
• Property 15, unknown owner, in Villanueva del Campillo (polygon 509, plot 231), at 10:40 AM.

Interested parties and owners, as well as tenants of the properties that may have been omitted from the list of affected parties, may submit allegations for the sole purpose of correcting possible errors or omissions until the time the records are drawn up, in accordance with Article 56.2 of the Regulations of the Compulsory Expropriation Law. This publication is likewise carried out for the purposes of Article 44 of Law 39/2015, of October 1, to notify the resolution in cases of unknown ownership, unknown address, or notification not carried out.

The resolution was signed in Ávila on August 6, 2026, by the technical secretary, María Carmen Ramírez Pascua, acting as head of the Territorial Service.

The renovation of this medium-voltage line, which runs between supports 711 and 754, seeks to modernize the electricity supply of the municipalities of Villatoro and Villanueva del Campillo. For the affected owners, the appointment on October 28 is the preliminary step before the occupation of their estates; therefore, it is advisable to attend with the required documentation or submit allegations before that date.
