Expropriation to remove stork nests on the WWTP line

The Regional Ministry of Sustainable Development of Castilla-La Mancha has opened for public consultation the compulsory expropriation of land to remove stork nests and install anti-perching systems on the power line that supplies the wastewater treatment plant (EDAR) of Aldea del Rey–Calzada de Calatrava (Ciudad Real). The resolution, signed by the General Secretariat on September 6, 2026, is published in the Official Gazette of the Province of Ciudad Real, number 175, dated September 11, 2026, under file AD-CR-26-002.
The action is a response to serious deficiencies detected during regulatory inspections of the high-voltage line (file 13210202642), which located nests on supports 19, 23, 24, and 27. The beneficiary of the expropriation is the Public Law Entity Infraestructuras del Agua de Castilla-La Mancha, which requested the initiation of the proceedings under Article 22.2 of Decree 7/2011, of February 8, which approves its Statutes.
Legal Framework
The processing is based on Article 30 of Law 2/2022, of February 18, on Waters of the Autonomous Community of Castilla-La Mancha, which declares the public utility and social interest of the works and the need for urgent occupation of the affected assets. The procedure is governed by Articles 17, 18, and 19 of the Compulsory Expropriation Law of December 16, 1954, and Articles 17 and 18 of its Regulation of April 26, 1957.

Affected owners have a period of fifteen business days, counting from the day following the final publication (Official Gazette of Castilla-La Mancha, BOP, and a provincial newspaper with wider circulation), to rectify possible errors in the published list or to oppose, for reasons of substance or form, the necessity of the occupation. The Works and Affected Parties
The actions include the removal of existing nests and their transfer to new supports with platforms, as well as the installation of anti-nesting roofs. The Provincial Delegation conditions the intervention on the installation of a nearby platform at the same height as the supports to attract the affected nesting pairs. In the municipality of Calzada de Calatrava, the owners of plot 63 of polygon 50, classified as pasture and dryland farming, are listed as affected:

Relevance
The resolution, signed by the general secretary M. Carmen Marín Sánchez, opens the door to an intervention that seeks to reconcile the security of the electrical infrastructure with the protection of the white stork, an emblematic species of the region. The affected owners now have the opportunity to review the list of assets and exercise their rights before the urgent occupation is declared.
