Expropriation for the sanitation of Leza de Río Leza

The La Rioja Water and Waste Consortium has set the occupation of the assets and rights affected by the town’s sanitation and purification project for the coming September 11 at 10:00 AM at the Leza de Río Leza Town Hall. The decision, adopted by resolution of the consortium’s Management, is published in the Official Gazette of La Rioja number 160, dated August 21, 2026, in section III of Other Provisions and Acts.

Having concluded the procedure for the records prior to occupation, the consortium acts in the exercise of the powers recognized by the First Additional Provision of Law 5/2000, of October 25, and the competencies delegated by its Governing Board. The resolution, signed in Logroño on August 19 by the general secretary, Victoria Barbi Martínez, is made public in compliance with article 52.2 of the Compulsory Expropriation Law of December 16, 1954.

Prior deposits and compensations

The Administration Expert will proceed with the valuation of the prior deposits and the compensations derived from the urgent occupation. Those affected are entitled to receive both amounts before 2:00 PM on September 7, 2026, and must notify the administration in a verifiable manner before 2:00 PM on September 3.

• No appeal may be filed against the valuation, although allegations may be made regarding material errors or inadequate assessment of the compensations.
• If not rectified, the allegations will be deferred until the moment the Provincial Expropriation Jury reviews the file.
• If the interested parties do not communicate their right to receive the amounts, they will be deposited in the General Deposit Fund.

Affected plots and owners

The annex to the resolution details the plots in the municipality of Leza de Río Leza subject to occupation, along with their owners and the amount of the prior deposit in euros:

• Blasco Díez, Víctor (heirs, plot 202): 5.28 €
• Herreros Sáenz, Teodoro Fermín (plot 203): 2.36 €
• Blasco Sáenz, Pablo (plot 204): 3.04 €
• González Díez, María (heirs, plot 205): 0.57 €

Continuation of the file

Following the occupation, the consortium will continue with the legally established procedures for the determination of the fair price, until the referral, if applicable, to the Provincial Expropriation Jury. The resolution guarantees the owners the advance payment of the amounts before the taking of possession of the land.

The publication of this resolution represents a decisive step for the execution of the sanitation and purification works in Leza de Río Leza, a key infrastructure for the improvement of water treatment in the region. Affected residents have a short period to exercise their economic rights before the occupation scheduled for September 11.
