Expropriation in Abegondo: drawing up of preliminary records for the 400 kV substation

The Government Delegation in Galicia, through its Industry and Energy Area, published in the Official Gazette of the Province of A Coruña (number 169, of September 4, 2026) the notification announcement regarding the drawing up of records prior to the occupation of the properties affected by the construction of the new 400 kV substation in Abegondo. The announcement, signed on August 31, 2026, summons the interested parties to be notified by appearance in file GAL/15/EE/2023/2.

The action is part of an expropriation procedure by declaration of public utility, which calls for the drawing up of records prior to occupation and the submission of allegations, solely for the purpose of correcting possible errors in the list of assets affected by urgent occupation, under article 52.2 of the Forced Expropriation Law of December 16, 1954, and article 56.2 of its Regulations.

Unsuccessful notifications and appearance

After unsuccessful attempts to notify the interested parties listed in the annex, the announcement is published optionally in the provincial gazette, in accordance with article 44 of Law 39/2015, of October 1, on the common administrative procedure. The effectiveness of the notifications is subject to their publication in the Single Edict Board (TEU) of the Official State Gazette.

The appearance must take place within a period of ten (10) days from the day following the publication of the announcement, before the Functional Area of Industry and Energy of the Government Delegation in Galicia, at Praza de Ourense, no. 11, A Coruña (P.C. 15003), Monday to Friday, from 9:00 to 14:00 hours. Once the period has elapsed without appearance, the notification shall be understood as produced from the day following the expiration date.

Affected owners

The annex contains the list of interested parties with unsuccessful notifications, including project plots and cadastral references. Among them are:

  • José Presedo Blanco (plots 1A and 26A) and Jesús Presedo Blanco (1C and 26C), cadastral ref. 15001A03400111 and 15001A03400143.
  • Andrea Presedo Blanco (heirs of, plots 1D and 26D) and Josefa Teresa Presedo Blanco (heirs of, 1E and 26E).
  • Dosinda Rodríguez Candal (plot 2B), ref. 15001A03400112.
  • Antonio Insua Vázquez (heirs of, plot 5), ref. 15001A03400115.
  • María Concepción Rodríguez Mazas (heirs of, plot 10), ref. 15001A03400123.
  • José Bahamonde Insua (plot 11), Teresa Gómez Bello (14), Josefa Bahamonde Pérez (22) and Manuel Louzán Rodríguez (23).
  • María Beade Pérez (heirs of J. L. Insua Beade, plot 28B), ref. 15001A03400145.

The notifications not carried out correspond to incorrect addresses, unknown recipients, or uncollected returns, as stated in the annex of the announcement.

A key infrastructure for the electrical grid

The new 400 kV substation, described as having “eight new positions,” constitutes a strategic infrastructure for the reinforcement of the electricity transmission network in the region. File GAL/15/EE/2023/2, processed by the Industry and Energy Area under the direction of Francisco J. Filgueira Rodríguez, is thus advancing in the phase of occupation of the lands necessary for its construction.

For the affected owners, the announcement represents an opportunity to regularize their situation and present objections regarding possible errors in the list of assets, within a limited period of ten days. Once operational, the infrastructure will reinforce the capacity and security of the electricity supply in the area, in a context of increasing demand and integration of renewables.
