Expropiación de la línea Lentiscares-Fuenmayor: actas previas el 4 de noviembre

The Official Gazette of La Rioja publishes this Thursday, October 22, 2026, in issue number 204, the designation of the place, day, and time for the drawing up of the records prior to the occupation of the estates affected by the 13.2 kV single-circuit overhead line variant “Lentiscares-Fuenmayor 2”, between supports 20 and 57. The call sets the appointment for November 4, 2026, starting at 09:00 hours, at the Fuenmayor Town Hall. The announcement, with secure verification code BOR-A-20261022-V–514, is processed under file AT/2479203 and designates I-DE Redes Eléctricas Inteligentes, S.A.U. as the beneficiary.

The origin of the procedure is Resolution number 5 of 2026, dated January 7, from the General Directorate competent in energy matters, published in the Official Gazette of La Rioja number 6, dated January 12, 2026, which granted administrative authorization and declared the public utility of the installation following the corresponding public information process. Pursuant to Article 56 of Law 24/2013, of December 26, on the Electricity Sector, this declaration implicitly carries the need for the occupation of the assets and the acquisition of the affected rights, and implies the urgent occupation of the same for the purposes of Article 52 of the Compulsory Expropriation Law.

The edict relies on said Article 52 to summon the owners to the Town Hall where the estates are located, and its publication also serves as the notification provided for in Article 44 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, for cases of unknown ownership or unknown address. The document, consisting of two pages, was signed in Logroño on October 13, 2026, by the Director General for Business, Energy, and Internationalization, Amadeo Lázaro Fernández, and is inserted in Section V, Announcements, within the publications of the Department of Economy, Innovation, Business, and Self-Employment.

Beneficiary and Administration representation

In the expropriation file AT/2479203, I-DE Redes Eléctricas Inteligentes, S.A.U. will assume the status of beneficiary, as the construction of the installation corresponds to this company. Elena Mangas Rubio, from the General Administration Management area of the Directorate General for Enterprise, Energy and Internationalization, will appear as the representative of the expropriating Administration.

The action is part of the deployment of electrical distribution infrastructure in the region, with a single-circuit variant at 13.2 kV running between supports 20 and 57 of the existing line.

The announcement has immediate practical effects for the summoned owners: failure to appear without justified cause does not stop the procedure, and the drafting of prior minutes opens the way to the urgent occupation of the land and the subsequent determination of the fair price. Interested parties have less than two weeks from publication to gather the ownership documentation and the tax receipt required in the summons.
