Expropriation of the AS-228 in Villanueva: preliminary hearings convened

The Regional Ministry of Mobility, Environment, and Emergency Management of the Principality of Asturias has summoned the owners of the assets affected by the compulsory expropriation resulting from the project “Improvement of the intersection of the AS-228 road, Trubia-Puerto de Ventana in Villanueva” for the procedure of drawing up the records prior to occupation. The appointment will take place on September 14 and 15, 2026, at the Santo Adriano Town Hall, starting at 9:45 a.m. The summons is published in the Official Gazette of the Principality of Asturias number 168, dated August 31, 2026, with code 2026-06878.

Legal Framework and Background

The procedure is carried out under Article 52 of the Compulsory Expropriation Law, of December 16, 1954. On June 15, 2026, the Government Council of the Principality of Asturias issued the Agreement declaring the urgent occupation of the assets and rights necessary to execute the work, under file 2026/C/1—RESP/2026/142.

The declaration of urgency allows for the expedited occupation of the estates affected by the improvement of the AS-228 intersection, a road action that affects numerous owners in the municipality of Santo Adriano.

How and Where to Appear

Owners must attend the act personally or be represented by a duly authorized person, provided with their ID (DNI) and documents proving ownership. They may be accompanied, at their own expense, by an Expert and a Notary.

• Time: starting at 9:45 a.m.

The summons will also be notified via individual citation and published in a provincial newspaper, on the notice board of the Santo Adriano Town Hall, on the Regional Ministry’s electronic announcement board, and in the Official State Gazette. This latter publication, in accordance with Article 44 of Law 39/2015, of October 1, on the Common Administrative Procedure, shall serve as notification to unknown owners or those whose whereabouts are ignored.

Affected Estates and Owners

The announcement lists a total of 21 estates, identified by their cadastral reference, along with their owner and the time of appearance. Among those affected are:

• Delfina Fernández de la Fuente, Gumersindo García Alonso, María Carmen Díaz Fernández and Beatriz Pinto Álvarez (14th).
• Lourdes García Otero, José Luis Pascual Arias, Joaquina and Rosaura Muñiz Menéndez, Cristina and Rosa María García Muñiz (14th).
• Heirs of Joaquín Fernández Alonso, María Amparo Fernández del Vallado and María Mercedes Encarnación Fernández García (14th).
• Heirs of María Teresa García López, Heirs of Carmen Álvarez Menéndez, María Josefa García Muñiz, Ignacio Viejo García and José Manuel Sánchez García (15th).

Allegations and procedure

Until the time the preliminary records are drawn up, interested parties may submit allegations, solely for the purpose of correcting possible errors in the list of affected assets, in accordance with article 56.2 of the Regulations of the Compulsory Expropriation Law. Allegations shall be submitted to the Regional Ministry of Mobility, Environment and Emergency Management (C/ Antonio Suárez Gutiérrez, 2, 33005 Oviedo) or through the electronic office.

The announcement was signed in Oviedo on August 12, 2026, by the Technical General Secretary, acting through the Head of the General Affairs Service.

The improvement of the AS-228 intersection in Villanueva is a key action for the safety and fluidity of traffic in the Trubia-Puerto de Ventana corridor.
