Expropriation of estates to renew the Benejúzar supply network

The Mancomunidad de los Canales del Taibilla has submitted for public review the list of assets and rights affected by the Vistabella network renovation Project. Improvement of the water supply to Benejúzar (Ac/various), according to the announcement published in the Official Gazette of the Province of Alicante number 171, dated September 9, 2026. This procedure is opened in compliance with articles 18 and 19.1 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding articles of its Regulations, approved by decree on April 26, 1957.

Within a period of fifteen business days, starting from the day following the publication of the announcement, any person may provide in writing the appropriate data to rectify possible errors in the published list or oppose, for reasons of substance or form, the need for occupation. The announcement was signed in Cartagena on August 13, 2026, by the director of the organization, Carlos Conradi Monner, by virtue of the delegation of powers of Order TED/544/2026, of May 28.

Consultation of documentation

The documentation regarding the affected assets and rights is available on the organization’s website (https://www.mct.es/web/mct/expropiaciones/resoluciones-y-edictos). It can also be consulted at the offices of the Mancomunidad de los Canales del Taibilla, at calle Mayor number 1 in Cartagena, by appointment via telephone at 868901586 or by email at expropiaciones@mct.es, as well as at the local corporations of Jacarilla, Orihuela, and Benejúzar.

Allegations and observations may be submitted in writing to the Mancomunidad de los Canales del Taibilla or through any of the systems provided for in article 16 and corresponding articles of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Affected properties by municipality

The list of affected assets and rights is broken down by municipality, with the cadastral reference and owner of each property, and includes full ownership, pipeline right-of-way, and temporary occupation:

• Municipality of Jacarilla: more than fifty estates, with private owners such as María Amparo García García, José Javier Espinosa Lorente, Vicente Antonio Lorente Torregrosa, Rentalmur SL, Mapahu 2000 S.A. or the heirs of Juan Soler Murcia, along with plots belonging to the Jacarilla City Council and the Ministry for the Ecological Transition and the Demographic Challenge.
• Municipality of Orihuela: about twenty estates, including those of Francisco Navarro López, José Luis García García, Rudiger Krempuls Heinz and Eva Krempuls Heike, Amelia Maseres Riquelme, Vicente García Ruiz or the heirs of Vicente Mora López, in addition to plots belonging to the Orihuela City Council and the Ministry for the Ecological Transition and the Demographic Challenge.
• Municipality of Benejúzar: estates belonging to the heirs of Ángel Cámara Gea, Francisco Javier Marco Roch, Juan Carlos Roch Murcia, Fuensanta Ruiz Martínez, Manuel Clemente Personal and plots belonging to the Benejúzar City Council.

Purpose of the procedure

The procedure allows interested parties to provide data and allegations to rectify possible errors in the published list or to oppose, for reasons of substance or form, the need for the occupation of other assets or the acquisition of other rights different from and not included in the list, which may be more convenient for the purpose of the works.

The renovation of the Vistabella network seeks to improve the water supply to Benejúzar, an action of public interest that affects numerous owners in three municipalities of the Vega Baja region of Alicante. Those affected have a limited period to review the documentation and submit their allegations; therefore, the owners of the listed estates are recommended to consult the published list and exercise their rights within the period of fifteen business days.
