Expropriation of estates for the renovation of the 66 kV power line

The Provincial Delegation of the Ministry of Sustainable Development in Albacete has called for the drawing up of records prior to the occupation of the estates affected by the construction of the electrical installation named «Reforma LAAT 66 kV S/C L61 Albacete-Recu de ST Albacete tramo STR CH El Bosque-Ap 68» in the municipal districts of Alcalá del Júcar and Casas de Ves. The call is formalized by a resolution dated October 1, 2026, published in the Official Gazette of the Province of Albacete number 126, dated October 28, 2026, in its second section (Regional Administration), pages 35 to 38, with reference 02210103618. The appearances will be held on December 10, 15, 16, and 17, 2026, at the Alcalá del Júcar Town Hall, starting at 08:30 hours.

Legal backing: public utility and urgent occupation

The expropriation derives from the recognition of the public utility of the installation, agreed upon by resolution of the Provincial Delegation of the Ministry of Sustainable Development of Albacete on November 27, 2024, published in the Official Gazette of Castilla-La Mancha number 241, dated December 13, 2024, following public consultation.

This declaration is based on Article 56 of Law 24/2013, of December 26, on the Electricity Sector, and Article 149 of Royal Decree 1955/2000, of December 1, and implies the urgent occupation of the assets for the purposes of Article 52 of the Compulsory Expropriation Law, of December 16, 1954.

The status of beneficiary entity of the expropriation proceedings corresponds to the requesting company, i-DE Redes Eléctricas Inteligentes, S.A.U. The resolution was signed in Albacete on October 1, 2026, by the Provincial Secretary, Francisco José Fuentes Moreno, with the provincial delegation exercised in accordance with Decree 112/2023 of the Ministry of Sustainable Development (announcement 26.064).

More than eighty estates and 52 supports in the annex

The annex to the resolution lists individually the affected assets and rights, all located in the municipal district of Alcalá del Júcar, with discontinuous numbering of estates exceeding eighty references and a sequence of supports reaching AP52, in addition to an external support number 68.

• Flight surfaces ranging from 24 to 2,440 square meters; the plot with the greatest aerial impact is registered to Juan Ramón González Gómez (estate 122, polygon 22, plot 103).
• Permanent occupations between 9 and 1,015 square meters and temporary occupations of up to 749 square meters.
• Support typologies such as 61T138/4TA, 61T238/B18, or 61T178/3,5TA, all without a perimeter sidewalk.
• Predominant agricultural uses: rainfed farming, rainfed vineyard, olive groves, almond trees, pastures, holm oak forest, and timber pine forest.
• Three estates (numbers 76, 172, and 177) are listed as “Under investigation,” therefore activating the edictal notification.
• One of the affected plots (estate 180) belongs to the company Rotonda Energy, S.L. (B02411445).

Although the project title also mentions the district of Casas de Ves, the attached list refers only to plots in Alcalá del Júcar, and the designated meeting point is the town hall of that locality.

Documentation and procedures for owners

Interested parties, and any holder of rights or interests in the assets, must attend personally or be represented by an authorized person with sufficient power of attorney. They must provide their national identity document, documentation proving ownership of the plots, and an account number for the payment of compensation in the event of an agreement.

In the case of legal entities, the deed of incorporation and the power of representation are also required. Owners may be accompanied, at their own expense, by an expert and/or notary, and in any case by the tenant, if applicable.

The order of appearances will be published on the edicts board of the Alcalá del Júcar City Council and will be communicated to each interested party via an individual notification notice. Publication in the bulletin also serves as notification in accordance with Article 44 of Law 39/2015, of October 1, for unknown holders or those with an unknown address. Personal data are integrated into the processing “DUP authorized electrical and gas installations,” for which the General Directorate of Energy Transition is responsible.

Impact for those affected

The December appointment is the decisive step for the owners in the area: in the previous minutes, a record of the estate and its condition is made, and the possibility of agreeing on compensation is opened through the account number that each holder must provide. Those who do not appear will do so in the procedure via the route established by Article 52 of the Forced Expropriation Law, with the occupation already declared urgent, such that the December appointment conditions the negotiating position of the holders of the more than eighty plots affected by the reform of the 66 kV line.
