Expropriation of properties in Guadalcázar and Fuente Palmera for a power line

The Territorial Delegation of Economy, Finance, European Funds and Social Dialogue, and of Industry, Energy and Mines in Córdoba, of the Junta de Andalucía, has submitted to public information the project for a new link between the medium-voltage lines «FTE_PALME» and «HS_AFRICA2», in the municipal districts of Guadalcázar and Fuente Palmera (Córdoba). The notice, published in the Official Gazette of the Province of Córdoba (No. 155, of 12 August 2026, reference BOP-A-2026-2683), opens a period of 30 business days for allegations and provides for the expropriation and urgent occupation of the affected properties.
File AT 67/25 processes the prior administrative authorization, the construction authorization and the declaration, specifically, of public utility, requested by Edistribución Redes Digitales SLU, with registered office at carretera del Aeropuerto, km 2.1, Córdoba. In accordance with article 56 of Law 24/2013, of 26 December, on the Electricity Sector, the declaration of public utility implicitly entails the need to occupy the assets and their urgent occupation under the terms of article 56 of the Compulsory Expropriation Law, of 16 December 1954, with the requesting company acquiring the status of beneficiary of the expropriation proceeding.
The notice is also based on articles 53, 54 and 55 of Law 24/2013; on articles 125, 144 and 161 of Royal Decree 1955/2000, of 1 December, which regulates authorizations for electrical installations; on article 83 of Law 39/2015, of 1 October, on the Common Administrative Procedure; and on article 13.1 e) of Law 1/2014, of 24 June, on Public Transparency of Andalusia.
A 15 kV network between two substations
The installation will connect the «FTE_PALME» line, 15 kV, coming from the CARLOTA substation, with the «HS_AFRICA2» line, coming from the POSADAS substation, by means of a new link between support A556440X and distribution center CD 102122, in the San Carlos and La Africana areas. The main figures of the project are:
- 59 meters of new underground medium-voltage line (LSMT) in single circuit, with conductor RHZ1 3x240 mm² Al 18/30 kV.
- 4,038 meters of overhead medium-voltage line (LAMT) with LA-110 conductor in single circuit.
- 30 new lattice supports: 19 of type C-2000-18-TB, 6 of C-3000-18-TB, 2 of C-4500-TR-18-TB and one of each of the types C-4500-18-TB, C-4500-16-TB and C-3000-16-TB.
- Re-tensioning of two spans in LA-110 (451 meters) and dismantling of one existing support.
Affected properties and owners
Annex I of the announcement lists 24 plot entries, several with sub-plots, most in polygons 12, 13 and 14 of Guadalcázar (areas San Carlos, Santa Claudia, Madroñeros and Molino Bajo) and one in polygon 2, plot 4, of Fuente Palmera (La Africana). Listed as owners are Inocencia Hens Reyes, Ana María Hens Reyes (heirs), Rafael Hens Ostos, María Inmaculada Reyes Guisado, Ana María Villamor Arancon, Agraria Vecino Hens SL, Ángela Gómez Pareja, Francisco Martínez Serrano, Andrés Bolance Ostos, María Dolores Mohedano Urbán, Petra Wals Ortiz, María Tránsito Gómez Hens, Francisca Montero Molina, Eysertel SL and the Guadalcázar City Council, in addition to three public roads.
The affected rights are:
- Expropriation of full ownership of the land occupied by the supports (between 1.4 and 5.7 m² per support).
- Easement of overhead passage and underground passage, increased by the regulatory safety distances.
- Right of access to the properties for repairs and maintenance.
- Temporary occupation of plots during the execution of the works.
Deadline and how to file objections
The public information period will remain open for 30 business days from the day following the publication of the notice. The file may be consulted on the participation portal of the Andalusian Government and at the offices of the Territorial Delegation at Plaza de la Constitución, second floor, in Córdoba, by prior appointment at telephone 955 041111. Objections shall be submitted to the General Electronic Registry of the Andalusian Government or to any administrative registry and, until the prior record is drawn up, those affected may request the correction of errors in the list of assets, in accordance with article 56.2 of the Regulations of the Forced Expropriation Law. The announcement is dated in Córdoba on July 27, 2026, and is signed by the territorial delegate, Agustín López Ortiz.
The publication is the first official notice for the owners of the affected plots, who will see easements established over their properties and, in the case of the supports, the expropriation in full ownership. The declaration of public utility makes Edistribución Redes Digitales SLU the beneficiary of the expropriation and enables urgent occupation, so those who wish to defend their interests must appear within the objections period. The work, framed within the improvement of the medium-voltage grid of the region, reinforces the security of supply between Guadalcázar and Fuente Palmera.
