EVHA accepts land ceded by Bétera for protected housing under the Vive plan

The Valencian Housing and Land Entity (EVHA) accepted on 17 July 2026 a plot of land freely transferred by the Bétera City Council for the purpose of building publicly protected housing (VPP) within the framework of the «Vive Comunitat Valenciana» plan. The agreement was adopted unanimously by the Governing Council of the EVHA and is published as a notice in the Official Journal of the Valencian Government number 10430, of 17 August 2026, with official reference DOGV-C-2026-25422.

The plot is located in the very centre of Bétera, in sector R-3 of the municipality in the region of l’Horta Nord (Valencia). It is the resulting plot number 4 of block PB-8, situated between Vicente Andrés Estelles and José Aguirre Matiol streets. The land has an area of 1,254.56 m² and a buildable area of 1,840.60 m² intended for residential use, in a multi-family block zone.

Origin and characteristics of the land

The plot belongs to the Bétera City Council as a heritage asset inventoried under number 1120166. It was acquired by the council through re-parcellation and has an urban nature. The official document details its registry and cadastral data for proper identification:

Framework of the «Vive Comunitat Valenciana» plan

The agreement falls within the framework of the «Vive Comunitat Valenciana» plan, the Generalitat’s initiative to boost the supply of affordable and protected housing in the Comunitat Valenciana. The free transfer of the land is the formula chosen to provide public land to the EVHA at no cost to the entity, in exchange for the obligation to build publicly protected housing.

The Governing Council, meeting at the EVHA headquarters on Vinatea 14 street in València, adopted the decision unanimously by the attending councillors, under article 7.4 of the entity’s organic and functional regulations. The agreement was certified by Estefanía Martínez Martínez, secretary of the Governing Council and general director of the EVHA, with the approval of the president of the Council.

Method of developing the housing

The official document establishes two possible routes for materialising the project:

  • Direct development by the EVHA itself, which would assume the promotion, construction and management of the housing.
  • Public-private collaboration, through the legal formula that the EVHA considers most appropriate at any given time.

In both cases, the maximum authorized buildable area shall be 1,840.60 m² and the exclusive purpose shall be public-protected housing, in accordance with the terms established in the plenary agreement for the transfer of the Bétera City Council. The Director General is authorized to formalize the public deed of free transfer before a notary.

Relevance for the region of l’Horta Nord

The acquisition of this land for public-protected housing in Bétera represents a concrete step in the implementation of the «Vive Comunitat Valenciana» plan in one of the areas of greatest residential pressure in the province of Valencia. The northern area of the metropolitan region of València faces growing demand for affordable housing, and the incorporation of municipal plots such as this one makes it possible to expand the stock of protected housing without the need to acquire land on the open market.
