Everbio solicita autorización ambiental para fabricar film alimentario en Badajoz

The Official Gazette of Extremadura submits for public information the request for unified environmental authorization (AAU) for a polyethylene film manufacturing industry promoted by Everbio España, SL in the municipality of Badajoz. The announcement, dated September 18, 2026, is published in issue number 202 of the bulletin, corresponding to Tuesday, October 20, 2026, with official reference 2026081608 and case number AAU26/066. The decision corresponds to the General Directorate of Sustainable Management and Forestry Policy of the Ministry of Industry, Energy, Science and Territory of the Regional Government of Extremadura.

Twenty business days to file objections

The process is opened in compliance with the provisions of article 16.3 of Law 16/2015, of April 23, on environmental protection of the Autonomous Community of Extremadura. The period is twenty business days, counting from the day following the publication of the announcement in the Official Gazette of Extremadura.

During this period, the file may be examined at the offices of the General Directorate of Sustainable Management and Forestry Policy, at Valhondo Avenue, s/n, in Mérida, by prior appointment which must be requested by email at exp.sostenibilidad@juntaex.es.

Objections and suggestions may be submitted by natural or legal persons at any of the locations provided for in article 7 of Decree 257/2009, of December 18, which implements the Single Registry System of the regional administration, or those indicated in article 16.4 of Law 39/2015, of October 1, on Common Administrative Procedure. They must be addressed to the Prevention, Environmental Quality and Climate Change Service.

A 24,848 square meter plant in the Logistics Platform

The activity will be located on plot 6-A.1.2 of the Logistics Platform of Badajoz, with cadastral reference 2788601PD7028H0001WU and a surface area of 24,848 m². The UTM coordinates of the plant, in the ED 50 system, zone 29, are X: 672,741.52 and Y: 4,308,917.71.

The project falls under category 6.4 of Annex II of Law 16/2015, relating to installations not included in Annex I dedicated to the treatment of intermediate products and production of chemical products on an industrial scale, particularly the treatment and obtaining of polymeric materials.

The warehouse is divided into three areas: offices of 520.17 m², production of 4,653.89 m², and technical rooms of 237.05 m². Electrical, pneumatic, and fire protection installations are also planned.

Seven-layer extrusion and internal recycling

The process begins with the feeding of polymeric raw materials in pellet form into one or several extruders, where the material is melted by temperature and mechanical action. The molten streams pass through a coextrusion head that forms a multilayer structure; at the outlet, the material takes a tubular shape, is inflated with air, and cooled until it solidifies, to then be collapsed with rollers and wound.

The equipment provided for in the application is:

  • A high-performance extrusion line for high-precision polyethylene film, with a 7-layer structure.
  • An automatic bag opening and emptying system.
  • A cutting and rewinding unit (slitter).
  • A mandrel cutter.
  • A tower lifting system via overhead crane.
  • Auxiliary workshop machinery.
  • Two units of high-performance recycling and pelletizing.

The projected production capacity is 47.22 tons per day, which is equivalent to 17,000 tons per year. The remnants from the coil cutting, known as edge trim, are collected and transported pneumatically for recovery through pelletizing.

Competence and signature

The competent body to resolve the authorization is the General Directorate of Sustainable Management and Forestry Policy, in accordance with article 7.1.d) of Decree 107/2026, of May 26, which establishes the organic structure of the Ministry of Industry, Energy, Science, and Territory. The announcement is signed in Mérida, on September 18, 2026, by the general director, Juan Eloy Rodríguez Ucedo.

In the equipment section, the text refers to a “request for substantial modification,” which indicates that the facility already has prior authorization and that the current procedure affects an expansion or relevant change to its installations.

The opening of the allegations period is the final opportunity for neighbors, associations, and companies in the vicinity of the Logistics Platform to present technical or environmental objections before the Junta resolves. The file concerns a plastic film plant intended for food and sanitary use, a sector subject to strict safety and traceability requirements, and its resolution will set the conditions for emissions, waste, and control that the factory must comply with throughout its activity.
