Electrical evacuation of the Luengos Node opens for public consultation

The Territorial Service of Industry, Commerce, and Economy of the Territorial Delegation of Palencia has opened a new public information period regarding the request for Prior Administrative Authorization, Administrative Construction Authorization, and a Specific Declaration of Public Utility for the 132 kV electrical evacuation infrastructure project of the Nudo Luengos for wind farms. The announcement is published in the Official Gazette of the Province of Palencia, number 102, dated August 26, 2026, and opens a period of 30 business days for residents and city councils to submit allegations.

The processing is framed within Law 24/2013, of December 26, on the Electricity Sector, Royal Decree 1955/2000, of December 1, which regulates authorizations for electrical installations, and Decree 46/2022, of November 24, which orders the administrative authorization procedures for electrical installations in Castilla y León. The petitioner is COMUNES LUENGOS S.L., with registered offices at calle General Gómez Núñez number 2 in Ponferrada (León).

Territorial scope of the project

The infrastructure affects a total of 21 municipalities distributed across two provinces:

• León (7): Santas Martas, Villamoratiel de las Matas, el Burgo Ranero, Bercianos del Real Camino, Calzada del Coto, Villamol, and Sahagún.
• Palencia (14): Moratinos, Lagartos, Ledigos, Villarrabé, Bustillo del Páramo de Carrión, Villaturde, Carrión de los Condes, Calzada de los Molinos, Villamuera de la Cueza, Paredes de Nava, Perales, San Mamés de Campos, Villasarracino, and Villaherreros.

Technical characteristics of the evacuation

The project centralizes the energy generated by three wind farms—Perales, Villaumbrales, and Villaherreros—at the “Carrión” 132 kV Sectioning Center, located in Villaturde, to conduct it to the Promotores Luengos 400/132 kV Transformer Electrical Substation, in Santas Martas (León), and from there to the “Luengos” 400 kV substation, owned by R.E.E. The planned lines are:

• 132 kV H.V.L. (L1) between the Carrión Sectioning Center and the Promotores S.E.T., with approximately 61.66 km, combining underground and overhead sections.
• 132 kV H.V.L. (L2) between the 132/30 kV Wind S.E.T. and the Carrión Sectioning Center, with approximately 22,483.7 meters.
• 132 kV H.V.L. (L3) between the Villaherreros wind farm S.E.T. and the Sectioning Center, with an overhead section to cross the Carrión river.

Deadline and form of allegations

The project may be examined at the offices of the Territorial Service of Industry, Trade and Economy, at avenida Casado del Alisal number 27 in Palencia, on business days from 9 a.m. to 2 p.m., as well as on the Junta de Castilla y León website in its public information section for energy and mines. Allegations shall be submitted in writing within a period of 30 business days starting from the day following the publication of the announcement.

The declaration of public utility, if granted, will imply the necessity of occupation of the affected assets and rights listed in the annex of the announcement, and will entail urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law, as well as authorization for the installation to pass over public domain or communal lands.

Relevance for readers

The resolution of this file conditions the grid connection of several wind farms in the region and, with it, the development of renewables in northern Palencia and eastern León. For the owners of affected lands and the involved city councils, the public information period is the only window to file allegations before public utility is declared and the expropriation procedure is activated. The announcement was signed in Palencia on July 30, 2026, by the head of the service, José María Casas Inclán.
