Eusko Jaurlaritzak Claret Enea fundazioa gizarte intereseko entitate izendatu du

The Governing Council of the Basque Government designated Fundación Claret Enea as an entity of social interest during its meeting on September 15, 2026, via Decree 148/2026. The decree was published in issue number 190 of the Boletín Oficial del País Vasco on October 5, 2026, in the Other Provisions section, with official reference 2026/4102. The decision recognizes the foundation’s trajectory of service in the third sector and grants it the rights recognized for entities of social interest under Article 74 of Law 12/2008.

The designation of social interest is regulated by Law 12/2008, of December 5, regarding social services. According to Article 74 of said law, non-profit entities that provide social services may receive the designation provided they meet the conditions established by regulation; the recognition is linked to the trajectory in the third sector and the contribution made to the development of social services. The procedure is specified by Decree 424/2013, of October 7: the designation is made via a decree approved by the Governing Council, upon the proposal of the minister competent in the field of social services, and in this case, the file was processed by Minister Nerea Melgosa Vega. The decree was signed by President Imanol Pradales Gil and Minister Melgosa, in Vitoria-Gasteiz, on September 15, 2026.

Foundation profile and trajectory

Fundación Claret Enea was established in 2004, and according to information provided by the Directorate for the Promotion of the Social Third Sector and Community Action, it has continuously carried out its activity in the Basque Autonomous Community since 2021. Its main area of activity is the historical territory of Bizkaia.

Among the foundation’s objectives are:

  • Promoting equality of status and opportunity for all people.
  • Caring for and attending to people in social disadvantage, among other areas such as employment, health, housing, and education.

Recognition for the development of social services

Article 1 of Decree 148/2026 considers Fundación Claret Enea to be of social interest, as it is believed that it contributes to the development of social services in the Basque Autonomous Community through social action activities. Article 2, meanwhile, recognizes the rights corresponding to the designation, as set out in Article 74 of Law 12/2008.

The decision was debated and approved by the Governing Council in the meeting of September 15, 2026, and the decree has been in effect since its publication in the official gazette.

Lanbide grants on the same day

The same publication provides another piece of data: Lanbide-Basque Public Employment Service also published the list of beneficiaries of employment guidance grants for the 2026-2027 call in issue number 190, with reference 2026/4108, via the resolution of September 11. Fundación Claret Enea appears twice on that list:

  • File 2026/ORI/000055: 27,750.00 euros, for general employment services.
  • File 2026/COLEC/000029: 61,500.00 euros, for groups in situations of vulnerability or disadvantage.

The totals for the two lists are 3,885,000.00 euros and 3,877,206.00 euros, respectively.

Impact of the recognition

Appointments of social interest, in addition to recognizing the foundation’s trajectory, strengthen its relationship with public institutions and highlight the role of the third sector within the social services system. The grants from Lanbide published on the same day show that this recognition is not merely symbolic: Fundación Claret Enea is already an active recipient of public funding in the field of employment guidance.
