EU Parliament President adopts 2026 amending budget No 1

The President of the European Parliament, Roberta Metsola, has definitively adopted Amending budget No 1 of the European Union for the financial year 2026, closing the budgetary procedure under Article 314 of the Treaty on the Functioning of the European Union. The act, published as Definitive Adoption (EU, Euratom) 2026/1855 in the Official Journal of the European Union on 3 September 2026, sets the revised revenue and expenditure for the year at a total of €190,091,555,667.

The adoption completes a procedure that began when the European Commission tabled Draft amending budget No 1/2026 on 10 April 2026. The Council of the European Union adopted its position on 16 June 2026 and forwarded it to Parliament the following day, and the European Parliament approved the Council position on 7 July 2026. The act was signed in Strasbourg on that same date.

Legal basis and procedure

The definitive adoption rests on Article 314(4)(a) and (9) TFEU and Article 106a of the Euratom Treaty, together with the own-resources system laid down in Council Decision (EU, Euratom) 2020/2053 and the financial rules of Regulation (EU, Euratom) 2024/2509. It also takes account of the multiannual financial framework for 2021–2027 set by Council Regulation (EU, Euratom) 2020/2093 and the annual budget for 2026, definitively adopted on 26 November 2025.

The sole article of the act declares that the Article 314 procedure is complete and that Amending budget No 1/2026 has been definitively adopted.

Revised revenue and own resources

The amending budget updates the financing of the Union’s budget, with total revenue rising 17.95% compared with the 2025 budget. The key components are:

• Customs duties and sugar levies: €21,368,300,000
• VAT-based own resource (uniform rate 0.30%): €24,757,441,950
• Plastic packaging waste own resource: €6,826,530,720
• GNI-based additional own resource (uniform rate 0.6821695%): €131,507,940,074
• Surplus available from the preceding financial year: €2,095,238,148
• Miscellaneous revenue (Titles 3 to 6): €3,536,104,775

Total own resources amount to €184,460,212,744, equivalent to 0.96% of the Union’s gross national income, well below the 2.00% ceiling set by Decision (EU, Euratom) 2020/2053. This figure includes €7,970,000,000 relating to Union liabilities from borrowing under Article 5 of that decision, linked to the recovery and resilience financing.

Financing by Member State

The act sets out the contribution of each Member State across the four own-resource categories. The largest contributors are Germany (€40.86 billion), France (€30.54 billion), Italy (€22.82 billion) and Spain (€17.91 billion). Five Member States — Denmark, Germany, the Netherlands, Austria and Sweden — benefit from GNI lump-sum reductions, financed by the other Member States, totalling €9,448,020,010 in 2026 prices.

Why it matters

The definitive adoption of Amending budget No 1/2026 gives legal certainty to the financing of all EU-funded programmes for the year, from cohesion and agricultural policy to research and the recovery instrument. For Member States and contributors, it fixes the exact amounts of their own-resource payments, while for beneficiaries it confirms the resources available to the Commission under Section III of the budget. Publication in the Official Journal makes the revised figures binding and enforceable across the Union.
