Etxebarria has appointed Javier Carracedo Jurado as the head of the local police force
Por FactBox Admin

The Etxebarri City Council has appointed Javier Carracedo Jurado as the Chief Official of the Local Police, in a service commission and for a maximum duration of three years. The appointment was approved via mayoral decree number 1161-2026, dated September 18, 2026, and is effective from September 21 onwards. The decision was published in the Official Gazette of Bizkaia, in issue number 189, on October 2, 2026, with the official reference BOB-2026a189-(II-5034).
The appointment temporarily fills position PL24 of the Etxebarri City Council’s List of Positions and is not definitive in nature. As the official gazette notice specifies, the provision is made “in a service commission,” which is a temporary filling figure common in administration until the position is permanently assigned. The decree was signed by the mayor, as the competent body of the municipal government.
Conditions specified by the decree
The mayoral decision establishes several elements:
- Appointee: Javier Carracedo Jurado.
- Position: PL24, in the Etxebarri City Council’s List of Positions.
- Role: Chief Official of the Local Police.
- Effective date: September 21, 2026.
- Maximum duration: three years.
- Limit: no extension exceeding that period may be made.
- Remuneration level: group C1 and level 22 for the destination.
The decree was signed in Etxebarri on September 23, 2026, and bears the signature of the mayor: Iker Lopez Comeron.
Service commission as a temporary solution
The service commission is not definitive ownership of the position; it is a temporary provision, meaning the position may be filled in the future through standard selection procedures. The text itself makes clear the three-year limit and the no-extension clause, a legal security element common in local administration practice.
Local security roles hold special weight in the municipal structure. The Chief Official of the Local Police takes over the operational leadership of the group, which directly affects municipal ordinances, traffic, and public security activities. Therefore, the appointment does not only have an administrative effect; it also has a direct reflection on daily management.
Publication and official procedure
The decision was recorded in the Local Administration section of the Historical Territory of Bizkaia, in section II, as a municipal appointment notice. The publication has legal consequences, allowing interested parties to become aware of the decision and, if applicable, file the corresponding appeals.

Impact on the municipality
The appointments stabilize the leadership of the Etxebarri Local Police for the coming three years, albeit through a provisional formula. For the citizens, the changes are reflected in the organization of the service and the chain of command, and they provide the council with the opportunity to strengthen the local security structure until the definitive ownership of the position is decided. Published in the official gazette, the decision is public and verifiable, which is the most direct guarantee of transparency.
