Por FactBox Admin

Estepa admite a trámite el proyecto urbanístico del sector industrial I-5

The Estepa City Council has admitted for processing the Urbanization Project of the Partial Plan for the industrial sector “I-5” of the municipality’s General Urban Development Plan (PGOU), promoted by the entity E. Moreno S.L. The decision was adopted through Mayoral Decree 2828/2026, dated October 28, and is published in the Official Gazette of the Province of Seville number 214, corresponding to Thursday, November 5, 2026, with official reference BOP-SE-2026-214018. The announcement opens a public information period of 20 days for interested parties to appear and submit allegations.

A Mayoral Decree that opens the file

The announcement is signed by the mayor-president, Antonio Jesús Muñoz Quirós, in his capacity as head of the Mayor’s Office of the Most Illustrious City Council of Estepa, and follows the standard procedure for the admission for processing of general planning development instruments. The decree declares the admission approved and orders the opening of the public exhibition process for the technical document.

The publication appears on page 87 of the provincial gazette issue, within the Local Administration section, and the text is entirely dedicated to this urban planning file.

Twenty days for allegations and electronic consultation

The public information period is 20 days, counted from the day following the publication of the announcement in the Official Gazette of the Province of Seville, that is, starting from November 6, 2026. During this period, those who consider themselves interested parties in the file may:

  • Appear in the procedure and examine the documentation.
  • Formulate allegations, suggestions, or claims.
  • Consult the project on the municipal electronic office, via the link enabled by the Estepa City Council.
  • Review the file in person at the municipal offices.

The City Council warns that both channels—electronic and in-person—are available simultaneously throughout the period.

Who drafted the project and its technical backing

The document was drafted by the architect Noelia Olivares Moyano and has the visa of the Official College of Architects of Seville, number 25/004440 - T001, dated January 13, 2026. The promoting entity is E. Moreno S.L., which is driving the urbanization of the sector in accordance with the approved Partial Plan.

The processing is supported by a triple regulatory framework:

  • Article 96.3 of Law 7/2021, of December 1, for the promotion of the sustainability of the territory of Andalusia.
  • Article 192.5 of the General Regulation of said law, approved by Decree 550/2022, of November 29.
  • Article 83.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The weight of industrial land in the locality

Sector “I-5” is listed in the PGOU (General Urban Development Plan) of Estepa as an industrial land area, meaning its urbanization determines the availability of productive plots in the municipality. Admission for processing does not equate to the final approval of the project: it only enables the public participation phase, after which the City Council must resolve the submitted allegations before continuing the processing.

The relevance of the news for residents, companies, and affected landowners is twofold. On one hand, the 20-day period is the only formal window to lodge allegations against the technical content of the urbanization. On the other, the implementation of industrial sector “I-5” directly impacts the municipality’s capacity to host economic activity and employment on equipped land.
