Espartinas definitively approves a credit modification of 6.8 million

The Espartinas City Council has published the final approval of file no. 1902/2026 regarding the credit modification of its expenditure budget for the 2026 fiscal year, through the modalities of extraordinary credit and credit supplements. The agreement, signed by the Mayor-President Ms. Cristina Los Arcos Llaneza, appears in the Official Gazette of the Province of Seville number 165, dated August 26, 2026, with reference CVE: BOP-SE-2026-165008.

The modification was initially approved by the Plenary of the Corporation in an ordinary session held on July 10, 2026, and published in the BOP of Seville number 135, dated July 15. Following the fifteen-business-day period opened for interested parties to file claims, and as none were submitted—according to the certificate from the Deputy General Secretary dated August 21—the initial agreement is understood to be definitively adopted, in accordance with articles 177.2 and 169.1 of the Royal Legislative Decree 2/2004, of March 5 (TRLRHL).

Extraordinary credits and supplements

The file includes additions to expenditure applications for a total of 5,897,382.85 euros as extraordinary credits, and 975,396.69 euros in credit supplements. The operation is fully financed by the Liquid Treasury Surplus for General Expenses, in the amount of 6,872,779.54 euros.

Among the expenditure items, investments in road infrastructure and public lighting stand out:

  • €1,250,000.00 for resurfacing works of municipal road infrastructure.
  • €554,250.00 for improvements to roundabouts and medians of municipal roads.
  • €302,500.00 for improvements to sidewalks and tree pits.
  • €222,870.30 for road painting works.
  • €206,677.17 for the renovation of public lighting in Cortijo Madrigales.
  • €78,650.00 for the acquisition of plot 4 at San Francisco de Asís Street 4.

Facilities, services, and public spaces

The modification also allocates funds for municipal facilities, care services, and citizen-use spaces:

  • €931,185.96 for the acquisition of the sports plot of the endowment block of the Partial Plan Sector CU-3, Tablante I.
  • €205,700.00 for rehabilitation works of municipal schools.
  • €150,645.00 for the acquisition and installation of children’s playgrounds.
  • €127,047.89 for adaptation and improvement works of the Municipal Cemetery.
  • €121,000.00 for the Municipal Shade Plan.
  • €108,500.00 for the rehabilitation of the Casa de las Monjas Cultural Center.
  • €55,094.60 for redistribution works of the Medical Clinic.

In the credit supplements chapter, there are, among others, €360,533.90 for the price review of electric energy for public lighting, €437,107.16 for the adaptation of the Municipal Gymnasium works project, and €50,000.00 for late payment interest on debt and treasury management.

Appeals and effects

Against the agreement, interested parties may directly file a contentious-administrative appeal in the form and within the time limits established by the rules of said jurisdiction, pursuant to Article 171 of Royal Legislative Decree 2/2004, of March 5. However, the filing of the appeal shall not, by itself, suspend the effectiveness of the contested act or agreement.

The final approval of this budget modification, financed by the treasury surplus, allows the Espartinas council to execute an extensive investment program in roads, lighting, and sports, cultural, and welfare facilities throughout the 2026 fiscal year, with a direct impact on the quality of the services and public spaces received by the residents of the municipality.
